The Turnaround Controls Lead will maintain project cost control systems, manage cost activities, and ensure accurate status reporting at the Phillips 66 Sweeny Refinery. The position will develop cost control procedures, facilitate risk mitigation, and maintain cost data in an integrated system. Additionally, the role includes supporting compliance with best practices, overseeing resource management, and generating various reports.
Responsibilities May Include:
- Establish and maintain definitive project cost control systems in concert to estimates and budgets, payment schedules, risk management reports, forecasting, earned value analysis and documentation for internal and external audits for TAs over $200M total cost
- Manage cost activities including development and implementation of cost controls
- Responsible for status reporting of all engineering, procurement, and construction activities
- Develop project cost control procedures for the FEL Phases
- Prepare procedures for budget management and forecasting
- Develops project control / services execution strategies
- Define project financial benchmarks for the duration of the project
- Facilitates cost risk mitigation and contingency planning process
- Migrate conceptual project estimates to definitive project control estimate
- Establish and maintain cost data input to an integrated project cost and schedule system
- Assure accuracy and timeliness of data collection for cost measurement
- Implement project documentation and data preservation routines
- Supports and drives adherence to and compliance with Phillips 66 Turnaround Best Practices and Guidebooks
- Responsible for identifying and supervising resources to support Project Control activities
- Project Execution Plan development utilizing Primavera and IPS
- Attends integrated turnaround team meetings
- Turnaround milestone compliance
- Reporting Pre-Turnaround, Turnaround and Post turnaround updates to include schedule compliance, resource curves, critical path curves
- Assisting in development of contracting and compensation strategies
- Assisting with bid package and "Request for Quotations" development
- Perform overall analysis and management of all cost related deliverables for the TA event utilizing the IPS tool
- Assist with generating and distribute TA Manager's, weekly forecast & project forecast at completion reports
- Track and report Variances between Current Control Estimate and Final Forecast Cost
- Generate reports and conduct Weekly Cost/Forecast/Productivity Meeting
- Oversee SAP material and service requisition creation
- Manages loading and maintaining of contractor staffing plans in IPS
- Obtain contractor daily Head Count Reports and upload into IPS and report variances
Required Qualifications:
- Legally authorized to work in the job posting country
- High school degree or GED equivalent
- Valid driver's license
- 5 or more years in Oil & Gas/Petrochemical Industry with highlights in project management or project controls
- Experience managing cost development and forecasts for large TA events (over $100M / 1 million MHRS)
- Direct experience with SAP (PM & PS Modules), Microsoft office tools, TA cost planning/forecasting software

Preferred Qualifications:
- 10 or more years in Oil & Gas/Petrochemical Industry with highlights in project management or project controls
- 5 or more years of experience in: Planning, Scheduling, Tracking, Estimating, and Forecasting turnaround events
- Strong communication skills and able to work with individuals with varying backgrounds including Refinery and Executive Leadership Teams
- Direct knowledge of IPS TA planning & cost forecast software
- Skilled in Planning, Management, and Cost Control
- Able to provide TA management with expert analysis of TA cost performance, ongoing detail TA costs including communication of opportunities/concerns to the team
- Familiarity with Primavera P6 scheduling software
- Familiarity with refinery turnaround processes, procedures, and terminology
- Direct experience leading a team of company and/or contract employees
- Ability to rationalize options
The Sweeny Refinery is located in Old Ocean, Texas. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization, and aromatics units, as well as access to the on-site vacuum tower and delayed coking unit, which is an asset owned by Phillips 66 Partners. Sweeny processes heavy, high-sulfur crude oil and some light, low sulfur crude oil. Domestic, Canadian and other foreign crude oil is transported by truck, pipeline, marine transportation and terminals. The refinery produces a high percentage of transportation fuels. Other products include petrochemical feedstocks, heating oil and petroleum coke. The refinery receives crude oil by pipeline and via tankers, through terminals on the Gulf Coast, including a deepwater terminal at Freeport. Refined products are distributed throughout the Midcontinent region, southeastern and eastern United States by pipeline, barge and rail car. Refined products are also exported to Latin America by waterborne cargo.
