The Maintenance Engineer is responsible for overall mechanical engineering support for the safe and reliable operation and maintenance of the refinery. This role provides overall maintenance and reliability engineering support for an area in the refinery, coordinating with maintenance planning and execution for the implementation of proposed solutions. This role provides technical support to the refinery in identifying and eliminating equipment failures, improving the quality of new installations and reviewing past operation and maintenance of assets to ensure equipment is designed, operated, and maintained in accordance with required standards, company engineering practices, and applicable industry codes.
Responsibilities May Include:
- Provide detailed engineering support to maintenance so that all work is performed per refining engineering practices, site safety standards, applicable codes, and sound engineering judgement. Typical work may include piping and pressure vessel alterations, piping repair, bundle replacements, valve replacements, etc.
- Provide engineering support to the turnaround group through small projects in the assigned zone and maintaining/ordering critical spares or engineering components.
- Manage and document Root Cause Failure Analyses of critical failures and assist in identification and development of solutions to prevent future occurrences.
- Perform torque or tensioning calculations for all non-standard flanges.
- Create detailed repair plans per ASME PCC-2, API 570, API 510, API 653, and all relevant company engineering standards.
- Participate in daily and weekly business team meetings to stay informed of issues that impact the mechanical integrity of pressure equipment.
- Identify top reliability issues within the area of responsibility and work with various disciplines to develop detailed plans to address those issues.
- Execute the MOC process for changes initiated due to mechanical integrity and perform reviews for MOC’s initiated by other disciplines.
- Perform Level 1 and Level 2 fitness for service evaluations per API 579.
- Coordinate bid process, award, and engineering review of fixed equipment assets.
- Provide technical guidance to ensure fixed equipment maintenance is executed in an effective, timely, and cost-efficient manner.
Required Qualifications:
- Legally authorized to work in the job posting country
- Bachelor’s degree in engineering or related field
- 5 or more years of experience in the refining, petrochemical, or related industry as a reliability, maintenance, or fixed equipment engineer
- Ability to communicate effectively, both verbally and in writing, with all levels of the organization
- Proficiency with MS Outlook Suite (Outlook Email, Word, and Excel programs)
- Willing and able to respond to and assist with unexpected emergencies and after-hour call outs
- Willing to travel (<10% expected) for training, networking, or support for other P66 locations
- Willing and able to obtain a Transportation Worker Identification Credential (TWIC) (Information can be found at https://www.tsa.gov/for-industry/twic)
Preferred Qualifications:
- 7 or more years of experience in the refining, petrochemical, or related industry as a reliability, maintenance, or fixed equipment engineer
- Proficient with SAP, Equity Engineering Plant Manager ™, JADE, and PCMS
- Knowledgeable and conversant in requirements of ASME B31.3, ASME PCC-2, ASME Boiler and Pressure Vessel Code Sections I, VIII, and IX, and API Inspection Codes 510, 570, and 653
- Knowledgeable and conversant in damage mechanisms that affect refinery equipment (API 571)
- Results oriented and committed to continuous learning and self-development
The Sweeny Refinery is located in Old Ocean, Texas. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization, and aromatics units, as well as access to the on-site vacuum tower and delayed coking unit, which is an asset owned by Phillips 66 Partners. Sweeny processes heavy, high-sulfur crude oil and some light, low sulfur crude oil. Domestic, Canadian and other foreign crude oil is transported by truck, pipeline, marine transportation and terminals. The refinery produces a high percentage of transportation fuels. Other products include petrochemical feedstocks, heating oil and petroleum coke. The refinery receives crude oil by pipeline and via tankers, through terminals on the Gulf Coast, including a deepwater terminal at Freeport. Refined products are distributed throughout the Midcontinent region, southeastern and eastern United States by pipeline, barge and rail car. Refined products are also exported to Latin America by waterborne cargo.
