The Instrumentation and Safety Instrument System Engineer advocates of the instrument asset base for the Refinery.  Cross-functional advocate for best practices in the selection, implementation, and maintenance of the instrument asset base to ensure that safety, regulatory, production, and optimization objectives are met.   This instrument asset base includes all instrumentation, measurement, safety instrumented systems (SIS) and regulatory process control instruments. 

 
Responsibilities May Include

  • Providing leadership in developing the SIS Life Cycle Management tools and processes across the business unit
  • Assisting Operations in successful implementation of the instrument and safety system asset base
  • Providing engineering services to troubleshoot, analyze and provide direction to safely resolve instrument and shutdown system problems within assigned production areas of a large refinery
  • Developing, implementing and coordinating of instrument and shutdown system reliability improvement efforts, processes and systems, such as: Defect elimination, creating Predictive/Preventive Maintenance Plans, Criticality Analysis, SIS and associated metrics
  • Overseeing Instrument Mechanical Integrity (MI) regulatory compliance for Safety Instrumented Systems (SIS) for SIS life cycle management and SIL verification calculations and documentation
  • Adopting and sharing instrument and shutdown system “best practices” through internal and external networking; Networks/Teams Include: Field Instrument Network (FIN) and SPI (INtools) Network
  • Assisting the maintenance work process to provide technical guidance and documentation based on priority instrument and shutdown system work
  • Assisting in the development, implementation, design, specification and maintenance of Honeywell distributed control and shutdown system hardware
  • Assisting in the development of instrument and shutdown system turnaround work lists for assigned production areas
  • Maintaining SPI (INtools) and SAP documentation systems and associated evergreen processes for the instrument asset base across the plant
  • Developing, implementing and managing of instrument safe work practices, maintenance procedures, testing procedures, preventive maintenance plans and engineering standards and specifications
  • Performing basic instrument design and specification, regulatory control configuration and graphics work
  • Completing and assisting MOC’s related to Instruments and shutdown systems
  • Participating in, and providing support for, PHA and LOPA processes
  • Leading or participating in root cause analysis of instrument and shutdown system equipment failures
  • Performing audits and inspections on instrument and shutdown systems
  • Providing support to Controls Modernization and Automation Projects involving instrumentation and shutdown system specification, hardware and software design, testing, graphics, commissioning, start-up and documentation
  • Providing input and assistance to small and large capital projects from conception to commissioning for instrument and shutdown system design and analysis
  • Assisting in the supervision to contract and company craftsmen on turnarounds and projects
     

Training

  • Completing technical refresher and new equipment training
  • Training personnel on the safe operation and maintenance of instrument and shutdown systems equipment and provide training on new systems and technology

  
Required Qualifications

  • Legally authorized to work in the job posting country
  • Bachelor's Degree in Engineering
  • Possess a valid driver’s license
  • 5 or more years of experience in engineering
  • Must be willing and able, with or without reasonable accommodation, to comply with the following:
    • Travel up to 5% of the time
    • Occasional on-call duties
    • Work extended hours, which may include evenings, weekends, and holidays
    • Transport articles up to 50 pounds
    • Work safely near large, hot, high-speed machines
    • Climb ladders and stairs up to 200 feet in height
    • Work around chemicals, including acids and bases
    • Work around hydrocarbons under high pressure and heat
    • Work outside in harsh weather conditions
    • Wear fire retardant clothing and personal protective equipment (such as steel-toe shoes, ear and eye protection)
    • Maintain face daily so that a respirator/face mask can seal properly (some examples include being free of facial hair and/or clean shaven)

 

Preferred Qualifications

  • Experience with SAP
  • Experience with Smart Plant Instrumentation (SPI)
  • Experience with SIL Solver software for SIS design
  • Experience with Honeywell Experion DCS
  • Experience with Honeywell Fail Safe Controller (FSC) or Safety Manager (SM)
  • Experience with Allen Bradley and/or Modicon PLCs
  • Experience with Reliability principle application to instrumentation and shutdown systems
  • Any safety system certification such as TÜV Rheinland
  • Knowledge and experience in the installation, maintenance, and troubleshooting of instrument systems and equipment in a refinery
  • Field Instrumentation experience with hardware installation, programming, design, troubleshooting and maintenance
  • Safety Instrumented System (SIS) experience with installation, design, programming, troubleshooting and maintenance
  • Programmable Logic Controller (PLC) experience with hardware installation, design, troubleshooting and maintenance
  • Knowledge and experience with acceptance testing and commissioning of instrument equipment and systems
  • Knowledge of industry practices for Safety Instrumented Systems (SIS) and instrumentation Mechanical Integrity (MI) programs including the applicable sections of OSHA 1910 and ANSI/ISA 84.00.01-2004
  • Strong commitment to safe work practices 

 

The Sweeny Refinery is located in Old Ocean, Texas. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization, and aromatics units, as well as access to the on-site vacuum tower and delayed coking unit, which is an asset owned by Phillips 66 Partners. Sweeny processes heavy, high-sulfur crude oil and some light, low sulfur crude oil. Domestic, Canadian and other foreign crude oil is transported by truck, pipeline, marine transportation and terminals. The refinery produces a high percentage of transportation fuels. Other products include petrochemical feedstocks, heating oil and petroleum coke. The refinery receives crude oil by pipeline and via tankers, through terminals on the Gulf Coast, including a deepwater terminal at Freeport. Refined products are distributed throughout the Midcontinent region, southeastern and eastern United States by pipeline, barge and rail car. Refined products are also exported to Latin America by waterborne cargo.
