As an Engineer II, Control & Instrument, you will play a key role in advocating for the instrument asset base that enables safe, dependable, and efficient refinery operations. You’ll work at the intersection of safety, reliability, and process performance, helping ensure critical systems operate as intended throughout their lifecycle. This instrument asset base includes all instrumentation, measurement, safety instrumented systems (SIS), and regulatory process control instruments.

 

What You’ll Do

  • Support the safe and reliable operation of instrumentation and safety systems across assigned production areas.
  • Contribute to the design, implementation, and continuous improvement of control and shutdown systems, such as defect elimination, creating predictive / preventive maintenance plans, criticality analysis, SIS and associated metrics.
  • Analyze system performance and troubleshoot instrumentation and SIS issues, applying sound engineering judgment to resolve problems.
  • Partner with operations, maintenance, and project teams to develop specifications, provide technical guidance and documentation, and control configurations.
  • Assisting in the development, implementation, design, and maintenance of Honeywell distributed control and shutdown system hardware.
  • Help strengthen equipment reliability through testing, audits, and mechanical integrity activities.
  • Assist with preventive and predictive maintenance strategies, including data collection and performance analysis.
  • Maintain accurate technical documentation, using SAP and SPI (INtools), and support management of change, hazard analysis, and regulatory activities.
  • Participate in commissioning, turnarounds, and controls modernization efforts as needed.
  • Continue developing technical expertise by staying current on applicable standards, systems, and industry best practices while sharing knowledge that supports safe, consistent engineering work.

What You’ll Bring – Required

  • Legally authorized to work in the job posting country
  • Willing and able to obtain a Transportation Worker Identification Card (TWIC)
  • Possess a valid driver's license
  • Must be willing and able, with or without reasonable accommodation, to comply with the following:
    • Travel up to 5%
    • Operate company vehicle on site premises and/or public roads up to 5%
    • Work extended hours, which may include evenings, weekends, and holidays, and perform occasional duties
    • Transport articles up to 50 pounds
    • Climb ladders and stairs up to 200 feet
    • Work safely near large, hot, high-speed machines, around chemicals and hydrocarbons under high pressure and heat, and in harsh weather conditions
    • Wear fire retardant clothing and personal protective equipment
    • Maintain face daily for proper respirator/face mask seal. (some examples include being free of facial hair and/or clean shaven)
  • Bachelor’s Degree in Engineering
  • 3 or more years of engineering experience

What Makes You Stand Out – Preferred

  • 5 or more years of Engineering experience in the Energy industry
  • Experience working in/with:
    • SAP
    • Smart Plant Instrumentation (SPI)
    • Honeywell Experion DCS
    • Honeywell Fail Safe Controller (FSC) or Safety Manager (SM)
    • Allen Bradley and/or Modicon PLCs
    • Reliability principle application to instrumentation and shutdown systems
    • Installation, maintenance, and troubleshooting of instrument systems and equipment in a refinery
    • Field instrumentation with hardware installation, programming, design, troubleshooting and maintenance
    • SIS experience
    • Acceptance testing and commissioning of instrument equipment and systems
  • Strong commitment to safe work practices

 

Compensation Range

This position has a base salary range of $124,200 – $151,800.

Where a candidate offer falls within the posted range depends on the candidate's experience, skills, and alignment with the role’s requirements. The Sweeny Refinery is located in Old Ocean, Texas. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization, and aromatics units, as well as access to the on-site vacuum tower and delayed coking unit, which is an asset owned by Phillips 66 Partners. Sweeny processes heavy, high-sulfur crude oil and some light, low sulfur crude oil. Domestic, Canadian and other foreign crude oil is transported by truck, pipeline, marine transportation and terminals. The refinery produces a high percentage of transportation fuels. Other products include petrochemical feedstocks, heating oil and petroleum coke. The refinery receives crude oil by pipeline and via tankers, through terminals on the Gulf Coast, including a deepwater terminal at Freeport. Refined products are distributed throughout the Midcontinent region, southeastern and eastern United States by pipeline, barge and rail car. Refined products are also exported to Latin America by waterborne cargo.
