Emergency Response Specialist, Sweeny Refinery

The Emergency Response Specialist provide on-shift leadership, resources, and supervision for safety, occupational health and emergency response.  This position reports to the Emergency Response Team Leader and works 12-hour rotating shifts and is assigned to a Production Shift Team.
 

Responsibilities May Include:

  • Supervising and directing Emergency Response Team (as Operations Section Chief or other roles) during facility emergencies, drills, and training exercises to ensure facility requirements are being met and/or surpassed
  • Participation and leadership of facility emergency response drills, including fire, medical, HAZMAT, spills and industrial rescue
  • Providing technical expertise and assuming team lead or other ICS leadership role such as On Scene Incident Commander or Operations Section Chief
  • Inspecting, testing, and maintaining safety and emergency response equipment to ensure emergency preparedness; participating in general inspections and safety audits
  • Assisting in planning, conducting, and evaluating emergency drills to aid facility employees in emergency preparedness
  • Obtaining and/or maintaining Emergency Medical Technician (EMT) Certification
  • Maintaining emergency preparedness training records, policies and procedures manuals, maps, photos, etc.
  • Assisting in providing on-shift health, safety, and emergency response training to facility employees to ensure a clear understanding of facility regulatory requirements
  • Directing and/or participating in incident investigations occurring on assigned shift, communicate initial investigation information to management personnel
  • Providing guidance to facility employees concerning personal protective equipment (PPE), health, safety, and emergency response issues
  • Identifying, assessing and recommending actions related to health, safety and emergency response issues
  • Participating in industrial hygiene monitoring/testing and safety inspections/audits
  • Issuing and/or updating daily safety permits, i.e., hot work, confined space entry, excavation, to ensure compliance with facility requirements in off hours, weekends, and during turnarounds
  • Participating in the administration of the facility's HSE Program to ensure that established, company, local, state, and federal requirements are met and/or surpassed
  • Knowing and observing safe work practices including wearing personal protective equipment
     

Required Qualifications: 

  • Legally authorized to work in the job posting country
  • High school diploma or GED equivalent
  • Valid driver's license
  • EMT – Paramedic Certification
  • Ability to work at least a 12-hour rotating shift, which includes weekends and holidays (Employees generally work 48 hours one week, 36 hours the next, rotating between days and nights.)

  • Must be willing and able, with or without reasonable accommodation, to comply with the following:
    • Travel up to 5% of the time
    • Transport articles up to 50 pounds
    • Work safely near large, hot, high-speed machines
    • Climb ladders and stairs up to 200 feet in height
    • Work around chemicals, including acids and bases
    • Work around hydrocarbons under high pressure and heat
    • Work outside in harsh weather conditions
    • Wear fire retardant clothing and personal protective equipment (such as steel-toe shoes, ear and eye protection)
    • Maintain face daily so that a respirator/face mask can seal properly (some examples include being free of facial hair and/or clean shaven)
       

Preferred Qualifications:

  • Bachelor's degree in safety or related field
  • 3 or more years of experience in an emergency response/safety related position
  • 5 or more years of experience in refining and/or chemical industry
  • Intermediate proficiency with Excel, Word, PowerPoint, SAP
  • Strong interpersonal and communication skills, ability to interact with multiple layers of organizations
  • Leadership ability
  • Knowledge of and experience in safety, occupation health and fire protection
     

The Sweeny Refinery is located in Old Ocean, Texas. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization, and aromatics units, as well as access to the on-site vacuum tower and delayed coking unit, which is an asset owned by Phillips 66 Partners. Sweeny processes heavy, high-sulfur crude oil and some light, low sulfur crude oil. Domestic, Canadian and other foreign crude oil is transported by truck, pipeline, marine transportation and terminals. The refinery produces a high percentage of transportation fuels. Other products include petrochemical feedstocks, heating oil and petroleum coke. The refinery receives crude oil by pipeline and via tankers, through terminals on the Gulf Coast, including a deepwater terminal at Freeport. Refined products are distributed throughout the Midcontinent region, southeastern and eastern United States by pipeline, barge and rail car. Refined products are also exported to Latin America by waterborne cargo.
