Basic Function

The Warwickshire Oil Storage Terminal (Terminal) is located close to the major conurbation of Birmingham and is one of Phillips 66 Limited’s UK Marketing's core terminals (currently owned as a JV).  The Terminal has private rail sidings within the site and is also connected to an oil pipeline.

 

Primary Responsibilities/Accountabilities

The Manager, will be based at the Terminal and shall be responsible for the following functions:

  • ensuring the safe operation of the Terminal site, including without limitation the suspension or cessation of activities; 
  • HSEQ compliance and responsibility for the health and safety of all personnel using, working within and visiting the Terminal site and ensuring compliance with all applicable  HSE Legislation;
  • protecting the environment in and around the Terminal site and any acts (or omissions) by personnel using, working within and visiting which may impact therein; 
  • managing the actions required and specified under the Control of Major Accident Hazard Regulations 1999 for 1 x Top Tier site, including liaising directly with:
    • the enforcing authorities (i.e. the Health & Safety Executive and Environment Agency) on a routine basis; and 
    • local authority emergency planners, emergency services and health authorities in the development, publication and testing of off-site emergency plans for use in the event of a major incident; 
  • hazardous substance operations and security involving rail and pipeline import, product storage, tanker loading rack facilities, plus vapour recovery, additive and further process systems to facilitate marketing and regulatory requirements; 
  • recruiting, appointing, managing, motivating, appraising and determining the remuneration of staff and developing staff competency to achieve agreed individual targets; 
  • developing and implementing procedures and work instructions to ensure that all operations and maintenance functions are carried out within the guidelines set by ISO45001, OHSAS 18001, COMAH and any other applicable Terminal policies; 
  • liaising with senior  management to plan, monitor and amend as necessary the optimal supply logistics cost effectively ;
    • reporting directly to senior management on all operational and financial matters and manage the Terminal in accordance with required operating requirements; 
    • negotiating and monitoring all third-party agreements and ensure compliance with all applicable regulations and standards, including ensuring the required  procurement process is followed;

.

  • planning, developing and seeking approval from senior management  on the  CAPEX and major maintenance programme . Monitoring and controlling execution of CAPEX and major maintenance projects.;
  • identifying potential new projects and gain senior management approval. Defining requirements and negotiating with suppliers for the supply of goods and services as  required. Developing project management plans for implementation of all projects;
  • planning, developing and seeking approval from senior management  for the the Terminal’s OPEX budget. Monitoring and controlling execution of the Terminal's OPEX budget;
  • establishing operating cost/ budget framework and monitoring/ reporting the perfomance of all operations against the budget established and key performance indicators (KPIs); 
  • establishing, agreeing, monitoring, improving and reporting valid KPIs to senior management    
  • representing the Terminal on issues and committees with Government regulators, relevant authorities, emergency services, local authority emergency planners and any relevant working groups (as required); 
  •  maintaining all licences, approvals, permits and consents required by Applicable Laws to perform the Termina’s obligations
  • negotiating and signing any routine business contracts including any sale, purchase or hire of goods or services, and amending or cancelling the same as required from time to time subject to the permitted levels of expenditure; 
  • delegating to one or more persons all or part of these functions provided that senior management  is notified of such delegation in advance; and
  • such responsibilities as senior management  may determine from time to time.

Critical Skills/Leadership

  • Demonstrable Leadership skills in circumstances with remote guidance or supervision
  • Health, Safety & Environmental management skills including experience of working with the Competent Authorities
  • Operational Management experience working in a top tier COMAH site and/or critical national infrastructure
  • Strong IT competence,  with Cyber security and process control knowledge an advantage
  • Finance/accounting skills with previous multi-million pound budget-holder experience
  • HR and Employment law knowledge
  • Procurement knowledge with contract negotiation & amendment skills

As a part of the UK Government’s net zero ambition, the Humber Refinery is on a journey to become the Refinery of the Future. With proposed plans for a number of projects including to implement a first-of-a-kind FCC carbon capture project, the Humber Refinery is part of Humber Zero, a world-scale concept to reduce UK industry carbon emissions, saving up to 8 million tonnes of CO2 by 2030 from the Immingham industrial area.


On top of this, the Humber Refinery is the UK’s only refiner producing Sustainable Aviation Fuel at scale. It is also the only European facility producing battery anode coke, which forms a critical component for lithium-ion batteries used in electrical vehicles and in consumer electronics. Our current production of battery anode coke is equivalent to placing 1.3 million EVs on the road every year, and we are developing multiple projects to expand this capability.
