Process Safety Engineer, Wood River Refinery

The Process Safety Engineer provides technical support to assist in compliance requirements of OSHA’s process safety management (PSM) and EPA’s risk management plan (RMP) and works closely with plant operations and technical personnel on process safety issues and initiatives to ensure process safety regulatory objectives are met and further reduce risk within the refinery.

 

Responsibilities May Include: 

  • Utilizes site-level, personal experience, Phillips 66, and industry information to drive continuous improvement and reduce risk in the refinery
  • Identifies opportunities to reduce process safety risk; supports scope development and execution of capital and expense projects
  • Provides support and engineering technical input for all Process Hazard Analysis (PHA), including preparation and implementing resolution of recommendations
  • Performs dispersion modeling for PHA scenarios
  • Assists with validation of PHA relief valve independent protection layers
  • Provides scope development for capital and expense projects associated with PHA recommendations
  • Completes hazard reviews and develops recommendations for addressing process safety issues
  • Maintains facility siting standard and conducting facility siting reviews that enable the safe placement of temporary and permanent buildings within the refinery, assists with third party studies
  • Supports various process area business teams by providing technical guidance, troubleshooting, and process safety oversight
  • Assists with MOC reviews for PSM related items
  • Participates in incident investigations 
  • Assists with implementing new systems and program elements (ARC applications, new software, workflow improvements, human performance initiatives, etc.)
  • Participates in compliance audits
  • Increases process safety awareness and fluency of self and others
  • Participates in AFPM Process Safety Network

 

Required Qualifications:

  • Legally authorized to work in the job posting country
  • Bachelor’s Degree or higher in Engineering
  • Currently hold a valid driver’s license 
  • 1 or more years of experience in refining, petrochemical or related industry
  • 1 or more years of experience working in an engineering, operational, or HSE role
  • Intermediate level proficiency with Word, Excel, PowerPoint
  • Willing and able to travel up to 10% of the time for training, networking, or support for other P66 locations
  • Willing and able to maintain face daily so that a respirator/face mask can seal properly (some examples include being free of facial hair and/or clean shaven).
  • Willing and able to obtain a Transportation Worker Identification Card (TWIC); Information can be found at https://www.tsa.gov/for-industry/twic  

 

Preferred Qualifications: 

  • Bachelor’s Degree in Chemical Engineering
  • Experience with SpheraCloud or IMPACT, KMS, Enablon software, Dispersion modeling
  • 2 or more years of experience in refining industry, including roles with direct process safety experience
  • 1 or more years of process design experience
  • Strong planning, written and oral communication skills
  • Strong track record for delivering on commitments, achieving results
  • Strong interpersonal skills and ability to influence others
  • Self-motivated and driven to succeed 
  • Very organized with attention to detail

 

 

The Wood River Refinery is located in Roxana, Illinois, about 15 miles northeast of St. Louis, Missouri, at the confluence of the Mississippi and Missouri rivers. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrocracking, hydrodesulfurization and delayed coking units. The refinery processes a mixture of light, low-sulfur; heavy, high sulfur; and high-acid crude oil. The crude supply is sourced domestically or from Canada. Wood River produces a high percentage of transportation fuels. Other products include petrochemical feedstocks, asphalt and petroleum coke. Refined products are distributed to customers by pipeline, rail car, barge and truck and are shipped to markets throughout the Midcontinent region.
