The Procurement Director, West Region is responsible for providing oversight and direction for five direct reports and the overall Procurement function (i.e., sourcing and contracting) for Phillips 66 at Ferndale WA, or Rodeo CA, refinery locations. This position contributes to the program’s success by driving cost management, focusing on continuous improvement, analyzing/actioning KPIs, collaborating with stakeholders in a cross-functional environment, and achieving maximum value via Total Cost of Ownership (TCO). The position will be expected to work effectively with all levels throughout the company on a variety of procurement-related matters and issues (strategic and emergent). Responsibilities May Include:
- Communicating openly and with integrity with the Business Unit Refinery Leadership team(s) and stakeholders to align direction between Procurement and the needs of the Business Unit
- Proactively engaging and influencing Business Unit stakeholders to ensure alignment, as well as availability of resources and fulfillment of Procurement needs
- Developing strong results-based networks with key business stakeholders, sharing information, best practices, and lessons learned.
- Supporting integration of Procurement processes with key business processes across Maintenance, Capital Projects, Turnarounds, and other BU functional group
- Supporting implementation of the site Procurement strategy by championing Procurement processes, tools, and category strategies.
- Maintaining current knowledge of applicable sourcing and contracting industry best practices in order to identify and deliver significant value delivery to the site
- Ensuring compliance to relevant standards and policies and minimizes risk and cost exposur
- Managing, motivating, developing, and leading the West Regional Procurement Staff, consisting of 5 direct reports
- Monitoring the performance and progress of staff and enhancing skill base through training plans and developmental assignments
- Coaching and mentoring staff regarding sourcing, contracting, and materials management matters and utilization of relevant processes
- Monitoring work requests to staff and assigns based on complexity and workload balance
- Providing Business Units with Procurement functional guidance and direction on category management, strategic sourcing, contracting, inventory management materials management, and Procure to Pay (P2P) areas
- Ensuring integration of procurement processes and policy with key Business Unit stakeholders
- Proactively engaging with BU Refinery Leadership Team on strategy and planning sessions to identify ongoing Procurement support needs and value contribution opportunities
Required Qualifications:
- Legally authorized to work in the job posting country
- Bachelor’s degree in a Business or Technical (e.g. Engineering) discipline
- 5 or more years of relevant work experience
- With or without reasonable accommodation, the ability to
- Travel up to 25% of the time
- Maintain face daily so that a respirator/face mask can seal properly (some examples include being free of facial hair and/or clean-shaven)
Preferred Qualifications:
- Master's degree in a Business or Technical (e.g. Engineering) discipline
- Experience leading multiple Procurement activities including sourcing, contracting, materials management, and P2P
- Experience with RFx, negotiations, and contracting
- 10 or more years of Procurement experience
- Strong written, verbal, and interpersonal communication skills with the ability to negotiate and influence critical decisions
- Ability to interface between Business Unit stakeholders, functions (Operations, Maintenance, Finance, etc.) and Procurement
- Proven track record of leading, motivating, and collaborating with diverse groups of people to achieve significant results
- Experience planning and executing procurement activities in a refinery, chemical plant, or transportation facility
- Knowledge or firsthand experience with refinery, chemical plant, or midstream work processes
- Knowledge of maintenance and capital project work processes
- Working knowledge of SAP and other procurement technologies (e.g., e-Sourcing, Contract Lifecycle Management, Supplier Relationship and Performance Management)
- Advanced working knowledge of procurement, category management, strategic sourcing, and contracting process areas
- Ability to understand "general interest", collaborate and be interdependent with the Phillips 66 Procurement function

The base pay range for this role is $151,200 – $ 200,550 depending on a candidate's relevant work experience and education.
