Reporting to the Environmental Team Lead, the Environmental Specialist provides technical support to the Refinery, primarily for air compliance and Greenhouse Gas related issues.
Responsibilities May Include:
- Working routinely with all Facility Departments to ensure compliance with Local, State, and Federal permit requirements and environmental regulations
- Managing Greenhouse Gas (GHG) Program compliance and reporting requirements
- Preparing reports, plans, work plans, and general correspondence to regulatory agencies
- Conducting regulatory required environmental studies and investigations
- Interfacing with agency personnel during on-site inspections
- Evaluating new environmental regulations to determine impact to the business
- Initiating new projects (includes defining project scope) necessary to comply with new environmental regulations
- Guiding and providing training to Facility employees to enhance organizational understanding and compliance of environmental requirements/changes
- Participating in Corporate Annual Compliance Reviews, third-party audits, GHG inventory verification, agency investigations, and conducting routine/periodic audits of Facility departments to ensure environmental compliance
- Conducting investigations of environmental incidents and preparing/submitting written reports to regulatory agencies
- Working closely with Operations and Maintenance personnel to evaluate, develop, and recommend solutions for compliance with Local, State and Federal regulations
- Responsible for environmental special projects, procedure development, and release reporting
- Coordinating and participating in joint industry environmental compliance projects
- Organizing and participating in industry/agency negotiations, workshops and meetings in developing rules, regulations and permits
- Providing support during on/off hours during operational incidents/emergency response efforts; this position will be assigned an on-call rotation to respond to environmental issues and inquiries from Operations, Maintenance, etc.
- Maintaining confidentiality and sensitivity concerning regulatory, human resources and community environmental matters
- Experience in any or all of the following areas: Local, State and Federal Air quality regulations and compliance programs (Title V, environmental limit management, BAAQMD Rules, Federal NSPS and MACT)
Required Qualifications:
- Legally authorized to work in the job posting country
- Bachelor of Science degree in Engineering, Environmental Science, or a related field
- 3 or more years of direct experience in an environmental field
- 1 or more years of direct experience with air regulations and permitting
- Strong working knowledge of Federal and/or California environmental regulations
- Intermediate or higher proficiency in Microsoft applications including Word, Excel, Power Point and Outlook
- Willing and able to obtain a Transportation Worker Identification Credential (TWIC) (Information can be found at https://www.tsa.gov/for-industry/twic)
Preferred Qualifications:
- 5 or more years of experience in the environmental field within the refining or petrochemical industry
- 1 or more years of experience with AB32 and EPA GHG Reporting
- 1 or more years of environmental audit and investigation experience
- 1 or more years of regulatory negotiations experience
- Excellent communication (verbal/written) skills
The Rodeo Renewable Energy Complex is a state-of-the-art facility processing renewable feedstocks (waste oils, fats, greases, and vegetable oils) to produce vital transportation fuels, including renewable diesel and sustainable aviation fuels for California, Oregon, Washington, and British Columbia. The Rodeo facility has been providing energy and improving lives since 1896. The conversion from crude oil to renewable feedstocks was completed in early 2024, enabling the production of lower carbon-intensity transportation fuels. Compensation
The base pay range for this role is $97,200 - $176,400 depending on a candidate's relevant work experience and education.
This position is eligible for the Phillips 66 geographic differential pay program. Details and terms to be conveyed in offer of employment.
