The Environmental Specialist helps ensure compliance with federal, state and local regulations as well as the company’s policies and procedures related to environmental permitting and compliance. Serves as a generalist who supports a variety of compliance programs. Helps the organization utilize data and technology to improve and maintain environmental compliance programs. 

The Environmental Specialist is based in the Pacific Northwest Region, preferably in or around Portland, Oregon or Spokane, Washington.  Occasional travel may be required.
 
Responsibilities May Include

  • Responsible for managing the environmental activities and programs to ensure Midstream Operations and Lubricants successfully meets business goals, complies with all applicable environmental requirements, and minimize impacts to the environment.  Specific responsibilities include, but are not limited to:
  • Develop, plan and execute the implementation strategies for environmental policies, procedures, permits and regulations.
  • Collect and review environmental metrics data including environmental release data.
  • Develop and maintain strong knowledge of applicable regulations, conduct regulatory assessments and provide regulatory interpretations and guidance.  Regulations include, but are not limited to, those associated with the Clean Air Act, Clean Water Act, Safe Drinking Water Act, Resource Conservation and Recovery Act (RCRA), Endangered Species Act, and various state level regulations.
  • Develop, review and maintain records required to demonstrate compliance with environmental requirements.
  • Develop, review and submit various environmental reports as required by permits and regulations.
  • Conduct regulatory advocacy and stay abreast of proposed or new environmental rules.
  • Defining training objectives and develop or coordinate environmental training course content, format, and presentation methods.
  • Complete operational compliance assistance reviews and support the company’s environmental audits as well as those performed by the regulatory communities at local, state and federal levels.
  • Maintain good relationships with all stakeholders including within the company and community and at the local, state, and federal levels.
  • Providing emergency response team support. Spill calculations, agency reporting, waste management, communicating remediation requirements, etc. 
  • Schedule, oversee, complete and review operational monitoring and data gathering as required by environmental permits and regulations.
  • Perform other related duties to meet the ongoing needs of the organization.

 

Required:

  • Bachelor’s or advanced degree in science or engineering
  • Must be willing and able to become an advanced user of data management and visualization systems such as SAP, SpheraCloud, Enablon, and PowerBi. 
  • Must be capable of obtaining a TWIC card, depending on the work location.

 
Preferred:

  • Advanced experience with data management systems is strongly preferred.
  • A minimum of 3 years’ experience working in oil and gas .
  • 3 or more years of direct experience with EPA regulations: Title V, NSPS, MACT, RCRA, SPCC and NPDES, and other local, regional, state and federal environmental regulations.
  • Advanced mathematical, science, and analytical abilities with the capacity to identify trends.
  • Ability to work independently as well as part of a team. 
  • Establishes priorities and is self-directed (or takes initiative).
  • Strong communication skills, interpersonal skills, ability to build relationships, and positively influence operations personnel and other stakeholders.
  • Strong organizational skills.
  • Trained in emergency response incident command system and procedures.
  • Display a high level of personal integrity.

 

Midstream

 

Phillips 66's Midstream business is a safe, reliable and trusted logistics provider for the movement and storage of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 22,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. We also provide the connectivity between the various Phillips 66 business units.
