Turnaround Lead, Ponca City Refinery

The Turnaround Lead is responsible for managing the planning, execution, and successful completion of turnarounds at the Ponca City Refinery. This critical role ensures that turnaround activities are executed on time, within budget, and in full compliance with safety, quality, and operational standards. The Turnaround Lead will coordinate cross-functional teams, manage resources, track project milestones, and maintain turnaround schedules to minimize downtime and optimize refinery performance. This position requires strong leadership, technical expertise in refinery operations, and a focus on continuous improvement to drive efficiency and safety during turnaround events.
 

Responsibilities May Include:

  • Develop and maintain evergreen work scopes, estimates, job plans, and schedules for each unit within the turnaround process, ensuring that all plans are aligned with company standards and best practices
  • Lead and oversee milestone compliance throughout each turnaround project, ensuring timely and accurate execution
  • Manage the pre-planning phase, including scheduling, contract strategy development, sourcing craft labor, and logistics for all turnarounds and catalyst changes
  • Collaborate with Area teams to define and refine turnaround and catalyst change scopes
  • Assemble and lead cross-functional pre-planning and execution teams to ensure smooth project flow
  • Ensure compliance with turnaround milestones and manage the forecasting of turnaround budgets both during and post-project
  • Drive continuous improvement by implementing effective turnaround work processes, metrics, and training across teams
  • Proficiency in reading and interpreting P&IDs
  • Optimize resource utilization to ensure efficient and cost-effective turnaround execution
  • Partner with the Turnaround Manager to maintain and optimize turnaround standards and procedures

  • Deep knowledge of turnaround planning and execution practices
  • Expertise in managing contractors and working with field craft labor
  • Familiarity with Solomon metrics and their relevance to refinery operations and performance

Required Qualifications:

  • Legally authorized to work in the job posting country
  • High school diploma or GED equivalent
  • Hold and maintain a valid driver’s license
  • 5 or more years of relevant experience in turnaround planning and execution within a refinery or industrial setting, including roles in operations, maintenance, engineering, or turnaround coordination
  • Knowledge of refinery operations: Familiarity with key processes, equipment, systems, and maintenance activities
  • Knowledge of refinery safety regulations, environmental compliance, and regulatory requirements
  • Strong verbal and written communication abilities for reporting to management and leading meetings
  • Quick decision-making and the ability to adjust plans as needed are critical
  • Must be willing and able, with or without reasonable accommodation, to comply with the following:
    • Travel up to 5% of the time
    • Occasional on-call duties
    • Work extended hours, which may include evenings, night shifts, weekends, and holidays
    • Transport articles up to 50 pounds
    • Work safely near large, hot, high-speed machines
    • Climb ladders and stairs up to 200 feet in height
    • Work around chemicals, including acids and bases
    • Work around hydrocarbons under high pressure and heat
    • Work outside in harsh weather conditions
    • Wear fire retardant clothing and personal protective equipment (such as steel-toe shoes, ear and eye protection)
    • Maintain face daily so that a respirator/face mask can seal properly (some examples include being free of facial hair and/or clean shaven)
       

Preferred Qualifications:

  • Proficient in SAP, Microsoft Word, and Excel
  • Familiar with IPS
  • Administrative skills necessary to manage projects-planning, scheduling, cost estimating, and tracking
  • Experience in turnaround leadership or supervisory roles, with a demonstrated track record of successful execution of complex turnarounds (with experience in managing timelines, budgets, and resources)
  • Demonstrated ability to manage turnaround budgets, forecast costs, and ensure projects are completed within financial constraints
  • Ability to identify and mitigate risks associated with turnaround activities, minimizing operational disruptions or safety incidents
  • Experience in using project management tools like Primavera, MS Project, or similar scheduling and planning software to track turnaround activities
  • Strong verbal and written communication abilities for reporting to management and leading meetings
  • Quick decision-making and the ability to adjust plans as needed are critical
     

The Ponca City Refinery is located in Ponca City, Oklahoma, approximately 95 miles northwest of Tulsa, Oklahoma. Its facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization and delayed coking units. The refinery processes a mixture of light, medium and heavy crude oil delivered via pipeline from Oklahoma, Texas, New Mexico, the U.S. Rockies and Canada. Infrastructure improvements have enabled the delivery of locally produced crude oil by pipeline and truck. The refinery produces a high percentage of transportation fuels and anode-grade petroleum coke. Refined products are primarily distributed to customers by company-owned and common carrier pipelines to markets throughout the Midcontinent region.
