As a Turnaround Controls Lead, you will play a crucial role in ensuring the financial integrity and efficiency of our projects. Your primary focus will be on developing and managing cost control systems that align with estimates, budgets, and risk management protocols. You will be responsible for overseeing all cost-related activities, including status reporting, budget management, and forecasting. Moreover, you will contribute to the strategic development of project control methods and execution strategies, ensuring smooth operation and financial success throughout the project's life cycle.
Responsibilities May Include:
Reporting and Analysis:
- Reporting Pre-Turnaround, Turnaround, and Post-Turnaround updates to include schedule compliance, resource curves, critical path curves
- Track and report variances between Current Control Estimate and Final Forecast Cost
- Assist with generating and distributing TA Manager's, weekly forecast, and project forecast at completion reports
- Generate reports and conduct Weekly Cost/Forecast/Productivity Meetings
Cost Management:
- Perform overall analysis and management of all cost-related deliverables for the TA event utilizing the IPS tool
- Develop and manage Project Execution Plan utilizing Primavera and IPS; attend integrated turnaround team meetings and ensure milestone compliance
Contracting and Compensation:
- Assist in development of contracting and compensation strategies
- Assist with bid package and "Request for Quotations" development
Resource Management:
- Oversee SAP material and service requisition creation
- Manage loading and maintaining of contractor staffing plans in IPS
- Obtain contractor daily Head Count Reports and upload into IPS; report variances
Required Qualifications:
- 5+ Years in Oil & Gas/Petrochemical Industry
- High school diploma or GED equivalent
- Direct experience with SAP and Microsoft office tools
- Skilled in Planning, Management, and Cost Control
- Legally authorized to work in the United States on a regular, full-time basis without restrictions
- Valid driver's license
Preferred Qualifications:
- 10+ years in Oil & Gas/Petrochemical Industry with highlights in project management or project controls
- Experience in: Planning, Scheduling, Tracking, Estimating, and Forecasting turnaround events
- Managed cost development and forecasts for large TA events
- Able to provide TA management with expert analysis of TA cost performance, ongoing detail TA costs including communication of opportunities/concerns to the team
- Direct experience with Bluebeam, Power BI
- Direct knowledge of IPS TA planning & cost forecast software
- Familiarity with Primavera P6 scheduling software
- Familiarity with refinery turnaround processes, procedures, and terminology
- Direct experience leading a team of company and/or contract employees
- Ability to rationalize options
- Strong written and verbal communication skills and able to work with individuals with varying backgrounds including the Refinery Leadership Team
The Ponca City Refinery is located in Ponca City, Oklahoma, approximately 95 miles northwest of Tulsa, Oklahoma. Its facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization and delayed coking units. The refinery processes a mixture of light, medium and heavy crude oil delivered via pipeline from Oklahoma, Texas, New Mexico, the U.S. Rockies and Canada. Infrastructure improvements have enabled the delivery of locally produced crude oil by pipeline and truck. The refinery produces a high percentage of transportation fuels and anode-grade petroleum coke. Refined products are primarily distributed to customers by company-owned and common carrier pipelines to markets throughout the Midcontinent region.
