As a Sr Engineer III, Projects, you will serve as a recognized engineering expert driving complex projects that keep our operations safe, reliable, and competitive. You will blend strategic thinking with hands-on collaboration, shaping technical solutions, guiding project execution, and influencing key decisions across the refinery. In this role, you will work with multidisciplinary teams and external partners to turn engineering ideas into sustainable value for Phillips 66.

 

What You’ll Do

  • Lead the development and evaluation of engineering plans, feasibility studies, and criteria for complex refinery projects, ensuring designs meet safety, reliability, and performance expectations.
  • Set technical objectives, design constraints, and validation approaches for new or modified components, processes, equipment, and installations in the refinery.
  • Manage a portfolio of small- to medium-scale refinery projects from early concept (FEL 0/1) through detailed design and implementation with EPC partners, aligning scope, cost, and schedule with business objectives.
  • Use data and engineering analysis to assess the feasibility and soundness of proposed solutions and evaluation tests, making authoritative recommendations that improve business performance.
  • Develop and lead straightforward business cases and feasibility assessments for proposed projects, clearly articulating risks, benefits, and trade-offs for stakeholders.
  • Identify shortcomings in existing practices, recommend and implement improvements, and support change initiatives that enhance safety, reliability, and efficiency across refinery operations.
  • Monitor operational and project activities for compliance with health, safety, environmental, and regulatory requirements, and champion safe work practices in the field.
  • Act as a subject matter expert and technical mentor for less experienced engineers, sharing best practices and staying current on evolving technologies and industry standards.

 

What You’ll Bring – Required

  • Legally authorized to work in the job posting country
  • Bachelor’s degree or higher in an engineering discipline
  • 10 or more years of relevant experience
  • 3 or more years of experience planning and managing resources to deliver predetermined objectives by leadership

 

What Makes You Stand Out – Preferred

  • 5 or more years of project development, project engineering, or project management coordination experience
  • 5 or more years of experience working in the oil and gas or petrochemical industry
  • Professional Engineering license (PE)
  • Experience across multiple project areas, such as specific engineering discipline, construction execution, or project controls
  • Experience as a lead engineer with an engineering contractor
  • Demonstrated ability to make authoritative technical recommendations that improve business performance
  • Experience developing business cases and feasibility assessments for complex refinery projects
  • Experience identifying and implementing improvements to engineering practices, work processes, or operational performance
  • Experience acting as a subject matter expert and mentoring other engineers

 

Compensation Range 

This position has a base salary range of $209,700 - $256,300.

The Ponca City Refinery is located in Ponca City, Oklahoma, approximately 95 miles northwest of Tulsa, Oklahoma. Its facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization and delayed coking units. The refinery processes a mixture of light, medium and heavy crude oil delivered via pipeline from Oklahoma, Texas, New Mexico, the U.S. Rockies and Canada. Infrastructure improvements have enabled the delivery of locally produced crude oil by pipeline and truck. The refinery produces a high percentage of transportation fuels and anode-grade petroleum coke. Refined products are primarily distributed to customers by company-owned and common carrier pipelines to markets throughout the Midcontinent region.
