The Sr. Advisor II, Fluid Loss and Unaccounted (FL&U) plays a critical role in protecting value and supporting operational and environmental performance by ensuring the accuracy and reliability of fuel consumption and loss data across Phillips 66 Midstream assets. This role leads cross-functional efforts to identify and resolve FL&U issues, working closely with field operations, measurement, accounting, and environmental teams to drive down FL&U. The Sr. Advisor conducts on-site assessments at field assets, drives action plans to closure, and manages the methane emissions aerial survey program to ensure vendors deliver high-quality, timely data. Success in this role directly improves system reliability, cost performance, and emissions outcomes.
What You’ll Do
- Identify, research, analyze, and report FL&U issues, and provide logistical and technical support to Operations and other stakeholders
- Work with Area Directors, Material Balance Specialists, Control Center, and Accounting to identify FL&U variances, determine root causes, and develop corrective action plans
- Coordinate and facilitate cross-functional action plans (e.g., repair, re-measurement, data corrections, operational changes) to reduce FL&U and prevent recurrence
- Travel to field assets to lead on-site assessments to determine FL&U issues, validate data and assumptions, and coordinate with local Operations on corrective actions
- Develop and maintain FL&U dashboards, metrics, and KPIs, including targeted analysis for assets with deficient performance or negative trends
- Investigate discrepancies and confirm or correct volume and energy information related to fuel usage, venting, flaring, and other loss categories
- Publish FL&U analyses and investigation reports to key stakeholders, including Operations Leadership, Regional Managers, Area Superintendents, Environmental, Accounting, and Schedulers
- Escalate, investigate, and document discrepancies such as unexplained shifts in gain/loss or FL&U performance, incorrect data, and system or process failures
- Proactively partner across Midstream, including Field Operations, Measurement, Accounting, Control Center, SCADA, Logistics, Scheduling, and Environmental, to align and improve cross-functional processes impacting FL&U
- Produce ad-hoc FL&U and emissions reports, including attribution analysis and executive summaries, as assigned
- Develop and provide subject matter expertise on fuel usage, FL&U, measurement, and gain/loss data systems (e.g., FLOWCAL), SOX requirements, applicable regulatory requirements, tariffs, and contracts
- Demonstrate strategic thinking to recommend improvements in business plans, processes, and operations to reduce FL&U and support business goals and objectives
- Follow company guidelines, measurement/API standards, and applicable regulatory and contractual requirements in analytical workflow processes
- Serve as the primary point of contact for the Methane Emissions Aerial Survey and manage the survey program plan, including scope, schedule, and flight priorities, to align with business and regulatory needs
What You’ll Bring - Required
- Legally authorized to work in the United States
- High school diploma or equivalent
- 6 or more years of midstream/oil and gas experience
- Valid driver’s license
- Willingness and ability to travel to field assets on a routine basis (approximately 25–40% travel) to conduct on-site FL&U assessments and support issue resolution
- Working knowledge of:
- Liquid and/or gas measurement devices (e.g., Coriolis and ultrasonic meters, pressure/temperature measurement instrumentation, electronic flow measurement)
- Measurement and data management software (e.g., FLOWCAL or similar)
- Methane emissions monitoring technology (e.g., aerial, satellite, drone, or other technology)
- Operational and/or accounting processes related to gain/loss, FL&U, or emissions
What Makes You Stand Out – Preferred
- Bachelor’s degree or higher in Accounting, Business, Engineering, Environmental Science, another technical or related field with at least 6 years of experience; alternatively, 10 years of midstream/oil & gas experience can substitute for the degree
- 3 or more years of experience in pipeline or facility measurement, loss control, FL&U management, or related operational analytics
- Experience working with or interpreting emissions detection technologies (e.g., aerial, satellite, or other remote sensing technologies)
- Proficiency in developing and using metrics, KPIs, and dashboards to monitor performance and drive action
- Experience facilitating cross-functional problem-solving and leading issue-resolution efforts across Operations, Measurement, Environmental, and Accounting
Compensation Range
This position has a base salary range of $155,700 - $190,300.

Midstream
The Phillips 66 Midstream business is a safe, reliable, and trusted provider for the movement, storage, gathering, and processing of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 70,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. Our capabilities include extensive natural gas gathering and processing operations, enhancing our wellhead-to-market strategy. We also provide the connectivity between the various Phillips 66 business units.
