The Environmental Specialist team member will be responsible for managing the environmental issues and support in the Texas Panhandle/Oklahoma region for the company’s natural gas gathering and processing facilities, refined product terminals and crude gathering assets.  This position will report to Director, Environmental and work closely with other environmental staff, field operations staff and consultants to ensure Midstream Operations successfully meets business goals, complies with all applicable environmental requirements, and minimize impacts to the environment. Travel to field locations is required up to 35% of the time. The Environmental Specialist may be based in Amarillio, TX OR Oklahoma City and Woodward, OK, depending on candidate needs. 
 
Responsibilities May Include:

  • Maintaining a comprehensive knowledge of the environmental regulations and permits that apply to the assets and activities within the area of responsibility.
  • Conducting regulatory advocacy for the states within the area of responsibility and staying abreast of proposed or new environmental rules that can impact Midstream Operations
  • Obtaining construction and operating permits. As required, amending or renewing permits.  
  • Providing guidance and support to Operations, Functional Support Staffs, and Project Managers to ensure compliance with applicable environmental regulations and permits.
  • Incorporating risk and impact to the business during the analysis and interpretation of regulations or permits. Regulations and permits are not always clear and can have differing interpretations.
  • Supporting maintenance and sustaining projects by performing environmental evaluations, permitting, and overall management of environmental activities associated with the project.
  • Offering cost-effective solutions when collaborating with Operations, Functional Support, or Project Managers.  
  • Participating on internal teams to develop and share knowledge, develop strategies and implementation plans for emerging environmental issues, and review of environmental policies, procedures, forms, etc.
  • For new and revised permits or State/Local regulations, providing a summary of the requirements to the facility Supervisor, Region Managers, Project Managers, and other affected functions.  
  • Communicating to the Program and System Team revisions to Environmental Policies, Procedure, Guidance, and Forms
  • Developing and continually expanding regulatory and technical expertise
  • Defining training objectives and developing or coordinating environmental training course content, format, and presentation methods for the area of responsibility
  • Completing environmental reports and notifications for applicable permits and regulations.
  • Ensuring environmental inspections and testing are performed and completed before the due date. 
  • Participating in Health Safety & Environmental (HSE) auditing efforts
  • Maintaining good relations with various regulatory agencies
  • Providing emergency response team support. Release calculations, agency reporting, waste management, communicating remediation requirements, etc.
  • Maintaining Spill Prevention Control and Countermeasure (SPCC) plans
  • Completing Preliminary Environmental Assessment Profiles (PEAPs) and Non-objection letters for business transactions within the area of responsibility
  • Ensuring all Environmental Operating Limits (EOL’s) for a facility are identified, up-to-date, and communicated to the facility Supervisor and employees responsible for monitoring compliance with the limits.  
  • Maintaining the records required to demonstrate compliance with 12-month rolling throughputs, emissions, or similar monitoring requirements. 
  • Monitoring the EOL’s to ensure continuous compliance. If necessary, revise an EOL before it becomes a restriction for the ongoing operation of the facility. Communicate to Operations and HSE leadership when approaching or operating near the limit. 
  • Creating and maintaining Environmental PMs in SAP. Ensure the due dates are accurate and advance notifications provide sufficient time to complete the task before it is due. 
  • Ensuring spills, environmental events, compliance events, Notice of Violations or Enforcements, and agency inspections are accurately managed in SpheraCloud.
  • Maintaining appropriate environmental records in Livelink and Enablon.  Copies of reports, notifications, permits, permit applications, agency correspondence, etc. In addition to the final image copy of any records submitted to an agency, the editable final working file (i.e., Word or Excel file) should be filed in Livelink and Enablon.  

 
Required Qualifications:

  • Legally authorized to work in the job posting country
  • Must maintain a valid driver’s license
  • Must be capable of obtaining a TWIC card, depending on work location
  • Bachelor's degree in Engineering, the physical sciences (e.g., Environmental Science, Chemistry, Mathematics, etc.), or the biological sciences
  • 3 or more years of direct experience with EPA regulations:  Title V, NSPS, NESHAP, MACT, RCRA, SPCC and NPDES, and other local, regional, state and federal environmental issues
  • Proficient in Microsoft Excel, Word and PowerPoint applications
  • Willing and able to travel up to 35%

 
Preferred Qualifications:

  • At least 5 years of direct experience with environmental management systems
  • Ability to effectively communicate with and positively influence operations personnel
  • Trained in emergency response incident command system and procedures
  • Knowledge of TCEQ and ODEQ air quality regulations
  • Establishes priorities and is self-directed (or takes initiative)
  • Good collaborator
  • Strong organizational skills
  • Display a high level of personal integrity
  • Gas processing industry experience

Phillips 66's Midstream business is a safe, reliable and trusted logistics provider for the movement and storage of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 22,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. We also provide the connectivity between the various Phillips 66 business units.
