Role Overview:

 

The Phillips 66 (‘P66’) Commercial and Midstream businesses manage the company’s worldwide commodity, supply, marketing, and trading needs. Working closely with Refining and Marketing, Commercial and Midstream support the corporate vision of providing energy and improving lives by capturing trading opportunities of the rapidly changing energy landscape in commodities such as natural gas, power, natural gas liquids (‘NGL’s), crude oil, gasoline, diesel, and jet fuel.

 

The Commercial Trading Compliance Department is a key part of the Phillips 66 Global Ethics & Compliance (‘GEC’) group, and primarily supports the Phillips 66 Global Commercial trading activities. Based in London, England, the Commercial Trading Compliance (‘CTC’), Senior Analyst (Crude, Refined Products and Renewables) position, will primarily be responsible for supporting Commercial’s Crude, Refined and Renewables physical and commodity derivative trading activities, including providing timely and accurate compliance and regulatory advice; ensuring compliance with internal policies and external regulatory requirements.

 

The CTC Senior Analyst (Crude, Refined Products and Renewables) role will interact with many stakeholders across Phillips 66, including CTC’s global team; Europe Commercial Crude, Refined Products and Renewables Trading personnel; Legal; Risk Management; Internal Audit; and Controllers.  It will also require engagement with external stakeholders such as the exchanges such as ICE Futures Europe; clearing brokers; and where appropriate European Crude, Refined Products and Renewables regulators.

 

Responsibilities May Include:

 

  • Crude, Refined Products and Renewables Commodity Derivative Trading – Tracking relevant rules and regulations related to Crude, Refined Products and Renewables commodity derivative trading activity on exchange and over-the-counter.   Ensure P66 traders are aware of their compliance obligations and responsibilities to the exchanges and applicable regulators.
  • Compliance Advisory – Monitor changes to regulatory requirements and exchange rules and communicate impact to relevant internal stakeholders, including Trade Managers, Traders and back-office functions. Provide timely, accurate advice and guidance on compliance and regulatory issues.
  • Strategic and Proactive Business Partner – Maintain awareness of Commercial’s Crude, Refined Products and Renewables trading strategies and new initiatives, so CTC can provide timely and appropriate compliance and regulatory support. Ensure regular engagement with key stakeholders, so that CTC is also seen as a valued and integral business partner.
  • Compliance Policies – Communicate new or revised compliance documentation and policies to internal stakeholders.
  • External Regulatory Awareness – Maintain compliance and regulatory knowledge of all applicable physical and financial commodity regulations.
  • Regulatory Monitoring – Monitor compliance activities at regulatory agencies and inform managers, directors, and business units of new and changing regulatory environment.
  • Compliance Awareness and Learning – Assist Global CTC Team in increasing P66’s trading personnel’s awareness of relevant rules and regulations, by creating and implementing tailored and engaging online and face-to-face learning modules.
  • Compliance Investigations – Support the GEC Ethics Department and Chief Compliance Officer in conducting internal investigations of P66 trader behavior as required, summarizing key issues as appropriate.

 

Required Experience/Knowledge/Competencies:

  • Ability to work - Legally authorized to work in the job posting country.
  • Education – Minimum education qualification required is a Bachelor's degree.
  • Commercial Trading Exposure – Five years or more experience supporting a Commercial Trading function, primarily from a compliance and regulatory perspective, with exposure to front / mid / back office trading activities.
  • Product and Market Knowledge – Knowledge of physical and financial Crude,  Refined Products and Renewables traded products, markets, and strategies.  Demonstrate knowledge of relevant UK FCA rules, regulations and reporting obligations.

Preferred Experience/Knowledge/Competencies:

 

  • Global Commodity Regulations – Strong knowledge of the European, Asian and North American commodities regulatory environment and applicable laws including the UK Financial Services and Markets Act; Markets in Financial Instruments Directive; Dodd-Frank and the US Commodity Exchange Act.
  • Commodity Trading Systems - Familiarity with Energy Trading and Risk Management (‘ETRM’) systems such Allegro, Right Angle, Aligne and SAP4.
  • Microsoft PowerBI - Working knowledge of PowerBI for creating tailored reports and dashboards.
