Role Overview:
The Phillips 66 (‘P66’) Commercial and Midstream businesses manage the company’s worldwide commodity, supply, marketing, and trading needs. Working closely with Refining and Marketing, Commercial and Midstream support the corporate vision of providing energy and improving lives by capturing trading opportunities of the rapidly changing energy landscape in commodities such as natural gas, power, natural gas liquids (‘NGL’s), crude oil, gasoline, diesel, and jet fuel.
The Commercial Trading Compliance department is a key part of the Phillips 66 Global Ethics & Compliance (‘GEC’) group, and primarily supports the Phillips 66 Global Commercial trading activities. Based in London, England the Analyst, Commercial Trading Compliance (‘CTC’) Global Trade & Communications Surveillance and Monitoring position, will primarily be responsible for conducting trade surveillance and communication monitoring of Commercial’s and Midstream’s trading activities. They will also undertake compliance monitoring of internal policies and external regulatory requirements, and provide timely and accurate compliance and regulatory advice where appropriate.
The Analyst, CTC Global Trade & Communications Surveillance and Monitoring role will interact with many stakeholders across Phillips 66, including CTC’s global team; Europe, Asia and North America Commercial Midstream, Crude and Refined Products Trading personnel; Legal; Risk Management; Internal Audit; and Controllers. It will also require engagement with external stakeholders such as commodity derivative exchanges; clearing brokers; and trade and communications surveillance providers.
Responsibilities May Include:
- Trade Surveillance – Conduct risk-based trade surveillance of crude, refined products, renewables and gas commodity derivative trading conducted on European, Asian and North American exchanges, using standard indicator reports in the Nasdaq Trade Surveillance (‘NTS’) tool to identify potential exceptions such as wash trades; spoofing; market manipulation; etc. Also conduct ad-hoc and event driven market, product, trading strategy and investigations.
- Communications Surveillance - Review electronic communications to investigate potentially inappropriate discussions/comments between traders both internally and externally. In addition, provide systems administration for the communications surveillance tool and maintaining vendor relations.
- Investigation and Escalation - Investigating and closing out daily alerts thoroughly in a timely manner, and ensuring significant issues identified are fully investigated and promptly escalated where necessary. Also provide updates to the Senior Analyst, CTC Global Trade & Communications Surveillance and Monitoring role and Commercial Trading Compliance Manager on areas that may require “themed reviews”.
- Enhancement - Enhancing existing trade and communications surveillance tools, and continuously developing the monitoring program to address changing regulatory expectations and updating supporting documentation as required.
- Internal Controls - Review daily trading activities to ensure compliance with relevant internal compliance policies, such as authority limits, deal entry deadlines, etc.
Required Experience/Knowledge/Competencies:
- Ability to work - Legally authorized to work in the job posting country
- Education – Minimum education qualification required is a Bachelor's degree
- Commercial Trading Exposure – One year or more experience supporting a Commercial Trading function, with exposure to both front and mid-office trading activities.
- Product and Market Knowledge - Working knowledge of one or more of the following commodities/markets: Crude Oil, Refined Products, and Renewables commodity derivatives.
- Trade Surveillance tools – Six months experience or more using the Nasdaq Trade Surveillance (‘NTS’) tool or similar system.
- Collaborative - Engaged self-starter who can work independently demonstrating personal drive and taking own initiative yet can collaborate and work effectively in a global team.
- Focus – Ability to prioritize, both daily workload and short-term goals.
Preferred Experience/Knowledge/Competencies:
- Commodity Trading Systems - Familiarity with Energy Trading and Risk Management (‘ETRM’) systems such as Allegro, Right Angle, Aligne, SAP4, etc.
- Global Commodity Regulations – Intermediate knowledge of the European, Asian and North American commodities regulatory environment and applicable laws including the UK Financial Services and Markets Act; Markets in Financial Instruments Directive; Dodd-Frank and the US Commodity Exchange Act.
- Microsoft PowerBI - Working knowledge of PowerBI for creating tailored reports and dashboards.
