Advisor, Labor and Employee Relations, Bayway Refinery

The Advisor, Labor & Employee Relations is based at the Phillips 66 Bayway Refinery in Linden, New Jersey and provides specialized, professional labor and employee relations support to Refining business unit, as well as Midstream and Lubricants business units as necessary. Primary support for negotiating, maintaining, and ensuring adherence to the Company’s collective bargaining agreements. Investigates workplace policy violations and advises management on resolution options for issues that impact morale, productivity, and organizational performance.  The successful hire will be expected to work with peer HRBPs and business unit leaders to ensure consistent processes and practices across the region. 
 

Responsibilities May Include:

  • Primary support for activities related to negotiating, maintaining, and ensuring adherence to CBAs; directly participate in union negotiations and serve as a point-of-contact for union representatives
  • Oversees grievance process, including serving as company representative in grievance hearings, under applicable CBAs
  • Provide direction and support to regional management on employee and labor relations including discipline, application of CBAs, grievances, and arbitrations
  • Investigate workplace policy violations and advise regional management on options to remediate/prevent issues that impact morale, productivity, and organizational performance; determine, gather, and analyze information to evaluate workplace issues
  • Investigate and respond to complaints from Federal and state agencies, including EEOC, DOL, and NLRB
  • Provide advice, guidance, and professional support to regional management to interpret and apply policies, CBAs, practices, and procedures associated with labor and employee relations
  • Evaluate and draft documentation associated with union-represented employees, including grievance responses and disciplinary actions, applying subject-matter expertise to support response(s) to complex situations
  • Facilitate ongoing communication and working relationships with employee representative organizations including coordination of joint labor-management committees
  • Develop full understanding of business objectives to align people strategies with business needs
  • Execute on regional operational HR activities to support the business strategy
  • Participate on special projects, as needed, related to delivering the strategic plans of the business
  • Participate directly in the formulation and management of HR policies and procedures
  • Ensure HR processes are consistent and in compliance across the organization 
     

Required Qualifications:

  • Legally authorized to work in the job posting country
  • Bachelor's degree
  • Willing and able to obtain a Transportation Worker Identification Card (TWIC). Information can be found at https://www.tsa.gov/for-industry/twic
  • 2 or more years of labor and employee relations and/or HR generalist experience
  • Able to travel up to 10% of time 
     

Preferred Qualifications:

  • Juris Doctor, or master’s degree in Human Resources or Industrial Relations
  • 5 or more years of experience in labor relations and/or HR Management
  • Labor relations experience in a manufacturing plant environment
  • Supervisory experience
  • Labor negotiations experience
  • Excellent verbal and written communication skills
  • Broad HR technical expertise and systems knowledge

 

The Bayway Refinery is located on the New York Harbor in Linden, New Jersey. Bayway's facilities include crude distilling, naphtha reforming, fluid catalytic cracking, solvent deasphalting, hydrodesulfurization and alkylation units. The complex also includes a polypropylene plant with the capacity to produce up to 775 million pounds per year. The refinery processes mainly light and medium, low-sulfur crude oil. Foreign crude oil is supplied to the refinery by tanker, and domestic crude oil is supplied through a combination of rail and marine transportation. The refinery produces a high percentage of transportation fuels, as well as petrochemical feedstocks, residual fuel oil and home heating oil. Refined products are distributed to East Coast customers by pipeline, barge, rail car and truck.
