The Supervisor, Operations, Levelland / Lubbock Area is responsible for the maintenance and operations of pipeline assets in and around the Lubbock / Levelland, TX and Hobbs, NM areas. This position requires the ability to plan and execute maintenance and operations activities, small capital projects and interfacing with internal stakeholders, 3rd party suppliers, contractors, local governmental officials, property owners and regulatory agencies. The Area Supervisor must be able to work under limited supervision and provide leadership to employees and contractors in accordance with Phillips 66 Pipeline Company safety standards, policies, and procedures.


Responsibilities May Include:

  • Promoting a safe work environment and safety culture to deliver excellent HSE performance
  • Ensuring the safe, effective and efficient performance of maintenance and operation activities
  • Supervising, training and directing employee’s knowledge of and provide guidance for company policies, procedures and directives
  • Assisting with the development, updating and implementation of Site-Specific Procedures, Integrated Contingency Plan, Loss/Gain Reports and Measurement oversight
  • Ensuring compliance with environmental and other regulatory permits
  • Providing consistent guidance to organization relating to county, state and federal regulatory compliance.
  • Availability to respond to operational upsets
  • Performing as the Incident Commander during emergencies
  • Providing input and guidance on capital and expense projects
  • Responsibility for safety of self, employees and contractors
  • Responsibility for the maintenance and operations of Crude and NGL pipelines, pump stations and other equipment
  • Interfacing with key support groups and stakeholders to ensure goal alignment

Required Qualifications:

  • Legally authorized to work in the job posting country
  • High school diploma or GED equivalent
  • 18 years or older
  • Must maintain a valid driver's license
  • 5 or more years of experience in petroleum pipeline and/or terminal operations
  • Willing and able to travel overnight potentially 15% of the time
  • Willing and able to perform/comply, with or without a reasonable accommodation with the following:
    • Walk, stoop, stand, sit, climb, and carry materials daily on even and uneven terrain
    • Climb to the top of tanks and other assets
    • Work outside in harsh weather conditions
    • Raise and transport items weighing up to 50 pounds
    • Work alone a high percentage of the time

 

Preferred Qualifications:

  • Associates degree or higher in a technical field
  • 3 or more years of supervisor or leadership experience
  • 3 or more years of experience with lock out tag out and hot work permits
  • 1 or more years of experience supervising represented employees
  • 1 or more years of experience with DOT, TRRC and PHMSA regulations
  • 1 or more years of experience working with teams across multiple locations
  • Proficient in using SAP
  • Proficient in Word, Excel and PowerPoint
  • Working knowledge of pipeline and facility mechanical maintenance
  • Working knowledge of pipeline instrument and electrical
  • Working knowledge of regulatory requirements for pipeline or terminals
  • Working knowledge of petroleum liquids measurement 
     

Midstream

Phillips 66's Midstream business is a safe, reliable and trusted logistics provider for the movement and storage of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 22,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. We also provide the connectivity between the various Phillips 66 business units.
