The Terminal Controls Specialist is responsible for providing automation & controls support to Phillips 66 operated terminal facilities with a primary focus on truck rack automation. This position is responsible for the day-to-day support of existing automation controls equipment as well as executing the installation, programming and commissioning of new automation & controls equipment throughout all terminal facilities.

 

Responsibilities may include:

  • Supporting the day-to-day requirements of existing automation & controls equipment at Phillips 66 operated terminals including programming, configuration, troubleshooting and maintenance
  • Configuring and supporting the existing server-based Terminal Automation System (TAS) – Guardian G3
  • Driving programming and configuration consistency across Phillips 66 operated terminals
  • Developing design specifications, program and commission new automation equipment installations and upgrades
  • Providing specifications for PLC network configuration
  • Developing and implementing I/O and functional checkout process for new automation equipment installations and upgrades
  • Understanding system data connections between local Terminal Automation System and centralized Host server
  • Understanding basic liquid petroleum terminal accounting practices and daily/monthly terminal balancing activities
  • Communicating with operations and central staff accounting groups to troubleshoot transactional issues in the Terminal Automation System and maintaining and upgrading rack equipment. Demonstrate proven leadership in the completion of job tasks with employees and contractors.
  • Developing an understanding of the following terminal automation equipment: Electronic Preset Controllers (FMC Accuload and Toptech Multiload), Programmable Logic Controllers (Allen Bradley SLC 500’s and ControlLogix 5000), Grounding systems (Scully) and Card Readers (Toptech RCUII and Guardian PC3)
  • Developing an understanding of the following terminal instrumentation and hardware: Flow control valves (FMC Set-Stop 210 valve), Metering equipment (PD and Turbine meters), Additive Injectors (monoblock) and RTD’s
  • Supporting the installation, maintenance and troubleshooting of all automation * controls equipment relating to truck loading racks.  This will include rack equipment such as Allen Bradley programmable logic controller (5/03, 5/05, CompactLogix, ControlLogix 5000), load rack presets including FMC Accuload and Toptech Multiloads, overfill protection (Scully, Civicon), Digital Control Valves and different additive systems. This will also include server-based Terminal Management System DTN Guardian G3.
  • Traveling to terminal locations across the U.S. to provide on-site automation and controls support
  • Performing all duties of this position with a focus on safety, environmental protection and regulatory compliance
  • Supporting the installation and construction of Truck Rack Systems on large capital projects. 

 

Required Qualifications:

  • Legally authorized to work in the job posting country
  • High School diploma/GED or higher
  • Valid driver's license
  • Currently hold or be able to qualify to receive a Transportation Worker Identification Credential (TWIC) card. Note, information regarding TWIC qualification standards may be found at www.tsa.gov/what_we_do/layers/twic/index.shtm\
  • Ability and willingness to perform/comply with following:
    • Willing and able to climb various ladders and stairs to operate valves, gauge tanks, or perform maintenance on equipment are a part of this position. The ladders and stairs range from 5 to 40 feet in height
    • Willing and able to raise and transport articles weighing up to 50 pounds
    • Willing and able to walk, stand, stoop, sit, climb, and carry material on a daily basis on even and uneven terrain
    • Willing and able to work outside in harsh weather conditions
    • Willing to work alone a high percentage of the time
    • Willing to provide rotational on-call phone support for equipment problems
    • Willing and able to travel up to 50% of the time

 

Preferred Qualifications:

  • 2 year Technical Degree or higher in electrical, electronics, instrumentation
  • 2 or more years of experience maintaining electrical and/or mechanical equipment
  • 4 or more years relevant military training and experience
  • 3 or more years of experience working with digital and analog electronic circuitry such as drawings and schematics
  • 3 or more years of experience with the following:
    • Terminal AND/OR Pipeline Operations
    • Preset Controllers: Accuload and Multiload
    • Terminal Automation Systems:  DTN:Guardian3
    • Smith 210 Control Valves
    • Flow Meters
    • Allen-Bradley PLC's
    • Rosemount Transmitters
  • 3 or more years of experience working on mechanical and rotating equipment

The Phillips 66 Midstream business is a safe, reliable, and trusted provider for the movement, storage, gathering, and processing of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 70,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. Our capabilities include extensive natural gas gathering and processing operations, enhancing our wellhead-to-market strategy. We also provide the connectivity between the various Phillips 66 business units.
