The Technical Lead, Midstream Integrated Project Review (IPR) is an individual contributor on a specialized team responsible for leading the optimization of the Midstream capital project investment opportunities. The Technical Lead will accomplish this through the utilization of an objective comprehensive “cold eyes" evaluation process to increase the likelihood of success during project implementation and execution known as the IPR process. In short, the IPR process is a well-established methodology that provides guidance for the independent assessment of Midstream Sustaining and Return capital projects prior to AFE Funding. This role is a critical component of the Phillips 66 Midstream project stage gate process as the IPR Team’s approval will be requisite for a project to be authorized for expenditure.


The IPR process will deliver a comprehensive (integrated) action plan developed by the IPR Team that will be implemented by project stakeholders to effectively address opportunities identified in collaborative IPR Workshops. Amongst the IPR Workshop’s many objectives, the focus is to foster communication by breaking down organizational silos. The IPR Team’s success will not only be measured by a reduction in capital expenses, but more importantly; the overarching enhancement of Midstream project execution to meet the vision, goals, and strategy of Phillips 66.
As the Technical Lead, the selected candidate will be specifically responsible for the governance and administration of the IPR process to perform a holistic evaluation of the necessary scope, cost and schedule validity, design readiness, unresolved issues, unconsidered risk, validity of assumptions, and confirmation of economic analysis. The Technical Lead must be relentless in understanding what the project must have and compare options against defined business objectives. The Technical Lead will collaborate with project stakeholders through selective interviewing and an IPR Workshop to identify improvement opportunities over the project’s life cycle through a data driven forensic analysis of the following project execution levers:
 
Business Case Validation

  • Is the project necessary and economically beneficial?

Design Optimization

  • How can the project execution plan be modified to be more cost effective?

Contracting Strategy

  • How can the project guarantee the best return for the material and labor spend?

Construction Execution

  • How can the project safely execute construction while improving productivity and decreasing risk?

 
Responsibilities May Include:

  • Evaluating a project’s business case including capacity and use agreements to create optimization initiatives which enhance the portfolio of Midstream Return and Sustaining capital projects
  • Validation of a base business case through a forensic fact-based analysis to verify a project’s rationale
  • Challenging key assumptions of the project’s business case and scope decisions to optimize scope
  • Validating project cost basis, estimate quality, and schedules
  • Reviewing a project’s relationship to the other projects within the Midstream portfolio scheduled for execution to establish synergies
  • Quantifying opportunities identified through analysis of underlying data to establish logic ties, constraints, and project risk in IPR Workshop
  • Interviewing and liaising with project stakeholders and SMEs on a regular cadence throughout the implementation of opportunities identified in IPR Workshops
  • Identifying risk and recommending alternatives through risk balanced technical, contracting and procurement strategy, and construction execution alternatives
  • Tailoring the IPR process through continual improvement to optimize savings opportunities and the use of project stakeholder’s schedules
  • Developing feasible project improvement hypotheses to present while facilitating IPR Workshops through the preparation and development of essential decisions that need to be addressed by project stakeholders
  • Developing and presenting management level presentations including financial models
  • Managing alignment of project scope elements with technical requirements
  • Assisting in prioritizing and scheduling projects for review
  • Tracking and reporting value captured, lessons learned across the Midstream portfolio, and KPIs associated with the IPR process

 
Required Qualifications:

  • Legally authorized to work in the United States
  • Bachelor's degree in Engineering or Business
  • 8 or more years of experience in the Midstream Industry

 
Preferred Qualifications:

  • 10 or more years of industry experience including strategy, business development and/or operations in the Midstream industry with a proven record of accomplishment in business development related to large scale industrial projects including origination, screening, economic evaluation, deal structures, contract negotiations, and stakeholder management
  • Ability to readily comprehend use agreements for traditional oil and gas logistics assets such as pipelines, terminals, and marine facilities under various regulatory structures/requirement
  • Experience creating financial and probabilistic models
  • Experience in the project development and the FEED process
  • Influencing skills, including the ability to work across departmental and functional boundaries in a matrix organization
  • Proven leadership and facilitation skills including ability to manage upwards and work across departmental and functional boundaries in organizations
  • Ability to deliver on commitments and use sound business judgment
  • Critical thinking and fact-based decision-making based on data
  • Functional ability Microsoft Office tools (i.e., PowerPoint, Excel, and Outlook)
  • Strong organizational and written communications

 

Midstream

Phillips 66's Midstream business is a safe, reliable and trusted logistics provider for the movement and storage of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 22,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. We also provide the connectivity between the various Phillips 66 business units.
