The Sr Environmental Specialist, Midstream South Region provides specialized environmental compliance support with a primary focus on air programs for midstream operations. This role partners with operations and engineering to ensure regulatory compliance across gas plants and compressor stations, with responsibilities heavily concentrated on air compliance activities and secondary support for water-related compliance requirements.
What You’ll Do
- Lead and support air compliance programs applicable federal and Texas air regulations and regulatory agency coordination.
- Maintain advanced knowledge of applicable regulations, including the Clean Air Act, Clean Water Act, Safe Drinking Water Act, Resource Conservation and Recovery Act, Endangered Species Act, and various state-level regulations; conduct regulatory assessments and provide regulatory interpretations and guidance.
- Seek opportunities to improve the company’s environmental permitting and compliance processes.
- Manage environmental compliance activities for the assigned facilities in coordination with the Operations function.
- Develop, seek to improve, plan, and execute implementation strategies for environmental compliance policies, procedures, permits, and regulations.
- Complete operational compliance assistance reviews and support the company’s environmental audits.
- Oversee, review, and recommend improvements for operational monitoring and data as required by environmental permits and regulations.
- Review records required to demonstrate compliance with environmental regulations.
- Develop, review, and submit various environmental reports as required by permits and regulations.
- Respond to and complete reporting for environmental release events.
- Ensure new and modified operations secure required permits and authorizations.
- Act as the primary contact for environmental agencies, including coordination of agency inspections and follow-up activities.
- Develop and oversee environmental training and provide direction to employees according to established policies and management guidance.
- Perform other related duties to meet the ongoing needs of the organization.
What You’ll Bring – Required
- Legally authorized to work in the United States
- Valid driver’s license
- Bachelor’s degree in Environmental Science or a related field with 5 years of related environmental experience in the oil and gas industry, or 9 years of related environmental experience in lieu of a degree.
- Intermediate knowledge of applicable federal and Texas state air and water quality regulations
- Intermediate mathematical, science, and analytical abilities with the capacity to identify trends
- Advanced technical writing skills
- Intermediate computer skills and experience with Microsoft Office products, Power Apps, etc.
- Experience with Environmental Management Systems
- Willing and able to travel 25% or more

Compensation Range
This position has a base salary range of $136,800 - $167,200.

Midstream
The Phillips 66 Midstream business is a safe, reliable, and trusted provider for the movement, storage, gathering, and processing of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 70,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. Our capabilities include extensive natural gas gathering and processing operations, enhancing our wellhead-to-market strategy. We also provide the connectivity between the various Phillips 66 business units.
