The Sr Project Manager, Midstream Large Projects at Phillips 66 Midstream oversees projects from the early planning stages and securing of capital funding, through engineering, procurement, construction, commissioning, and project completion. This position is also responsible for continuously improving project delivery methods, systems, and procedures to ensure all projects are executed efficiently and consistently. Phillips 66 Midstream manages all areas of the gas and liquids midstream sector, such as pipelines, pump and compressor stations, gas processing facilities, fractionation plants, terminals, underground caverns, and dock operations.
What You’ll Do
- Coordinate and manage multiple capital projects (ranging up to $100MM) from funding approval through commissioning, including engineering, procurement, construction, and startup activities.
- Define project scope and develop cost estimates, schedules, risk evaluations, and detailed Project Execution Plans.
- Champion Phillips 66 core values by delivering superior safety, quality, schedule, and cost performance.
- Manage internal and external engineering, design, and drafting resources to support timely, high-quality project execution.
- Coordinate project safety resources and implement applicable safety policies, programs, and reporting requirements.
- Develop bid specifications; identify and screen contractors and vendors; and conduct technical and commercial bid evaluations.
- Lead technical design reviews with key stakeholders and engineering resources to ensure alignment with business objectives.
- Manage project cost and schedule performance, including accurate spend forecasting from early development through project closeout.
- Coordinate permitting, right-of-way, environmental, and other regulatory requirements to support project execution.
- Conduct work site surveys to validate scope requirements and provide progress updates.
- Proactively lead change management, risk evaluation, and hazard reviews throughout the project lifecycle.
- Maintain project documentation and reporting, including status updates to key stakeholders, risk registers, change orders, lessons learned, and closeout packages.
- Complete project closeout documentation, including as-built drawings and technical, construction, and operations handover data.
- Success is defined as delivering projects that meet or exceed stated business objectives in the most cost-effective and expeditious manner.
What You’ll Bring – Required
- Legally authorized to work in the job posting country
- Bachelor’s degree in Engineering, Construction Management, or a related field
- 7 years of experience in project management within midstream oil & gas or energy infrastructure
- Experience managing engineering and construction contractors
- Advanced proficiency in project management fundamentals and processes, including FEL, critical path analysis, change management, and cost and schedule management
- Willingness to travel up to 40% to project sites and engineering offices to support project development, design, and execution
What Makes You Stand Out – Preferred
- 10 years of experience in project management within midstream oil & gas or energy infrastructure
- Extensive experience delivering midstream projects, including gathering and compression, gas processing and treating, pipelines, pumping, terminals, fractionation, and dock facilities
- Working knowledge of applicable industry standards and codes (ASME, ANSI, API, NACE, NFPA, CFR, etc.)
- Understanding of federal, state, and local regulations and DOT requirements applicable to midstream projects
- Proficiency with SAP modules
- PMP certification and/or Professional Engineer (PE) license
- Strong oral and written communication skills and the ability to lead, interact, and work effectively in a team environment
Compensation Range
This position has a base salary range of $157,500 - $192,500.

Midstream
The Phillips 66 Midstream business is a safe, reliable, and trusted provider for the movement, storage, gathering, and processing of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 70,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. Our capabilities include extensive natural gas gathering and processing operations, enhancing our wellhead-to-market strategy. We also provide the connectivity between the various Phillips 66 business units.
