Sr. Electrical Engineer II, Midstream Projects plays an important role in Instrumentation and Electrical for Midstream operations. This position supports Gas Processing Plants, Gathering Systems, Pipelines, and Terminals (P&T), covering areas like instrumentation, automation, and SCADA. Responsibilities include selecting the right technology, creating and maintaining policies and procedures, overseeing maintenance practices, and providing training and audits. The engineer represents the company in trade organizations, helps with company projects related to electrification, emissions reduction, and new technologies like hydrogen and fuel cells, and supports power management and efficiency programs. The role also works with teams to improve power demand and maximize value by using new technologies and optimizing equipment use.
What You’ll Do
- Develop and implement policies and procedures for instrumentation and medium voltage electrical technology.
- Support Operations, Engineering, Optimization, and Projects with capital and maintenance budget priorities, and manage the Instrumentation and Electrical Capital Program.
- Collaborate with field technicians, I&E supervisors, and engineering staff to assess asset condition, criticality, and problem areas.
- Troubleshoot electrical equipment, manage power, and support demand response alongside Operations.
- Participate in industry committees (API, ISA, IEEE) to represent Phillips 66 Midstream and influence trade group positions.
- Provide technical support and contribute to governance documents, maintenance practices, and equipment information.
- Advise P66 Midstream Capital project teams and corporate project groups.
- Assist HSE with Tier II Electrical and Controls audits and serve as a resource during corporate audits.
- Identify and maintain essential skills for instrumentation and electrical personnel; coordinate training programs.
- Work with internal and external groups to establish best practices for Instrumentation and Electrical at P66 Midstream facilities.
- Use data-driven reasoning for technical recommendations.
- Lead site Electrical Health Assessments according to industry and company standards.
- Demonstrate expertise in code interpretation (ISA, NFPA, NEMA, NETA, IEEE, PIP, API, OSHA).
- Monitor trends and recommend technologies to improve safety, reliability, and productivity.
- Support procurement in vendor agreements.
- Help regional operations comply with the Electrical Arc Flash Program.
- Manage Electrical Safe Work Practices to meet OSHA 1910 Subpart S and NFPA 70E standards.
What You’ll Bring - Required
- Legally authorized for work in the job posting country.
- Bachelors Degree Electrical Engineering.
- 5 or more years of electrical engineering experience in midstream, refining, petrochemicals, or a similar industry.
- 5 or more years working experience with electrical design and construction for electrical equipment in a related industry.
What Makes You Stand Out - Preferred
- 3 or more years field Electrical and Instrumentation maintenance experience
- 3 or more years of demonstrated experience in dealing with capital, major maintenance and operating expense budgets as they relate to instrumentation and electrical systems
- Industrial Electrical System specification, design, testing, commissioning, maintenance and condition monitoring
- Proficient hands on working knowledge with SEL protective relays, SEL networks and HMI systems
- Proficient knowledge of large (up to 16,000HP) motor and motor control systems
- Proficient knowledge of Low Voltage and Medium Voltage Switchgear
- Familiar with Electrical Power System Protection systems
- Familiar with large high voltage substations
- Familiar with ETAP electrical analysis software
Compensation Range
This position has a base salary range of $155,700 - $190,300

Midstream
The Phillips 66 Midstream business is a safe, reliable, and trusted provider for the movement, storage, gathering, and processing of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 70,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. Our capabilities include extensive natural gas gathering and processing operations, enhancing our wellhead-to-market strategy. We also provide the connectivity between the various Phillips 66 business units.
