As a Sr Advisor II, Refining Strategy, you will help shape how Phillips 66’s refineries compete and win in a changing energy landscape. You will partner with leaders across refining operations, commercial, and functional teams to translate business goals into actionable strategies and capability plans. In this role, you will collaborate on high-impact analysis, guide investment and portfolio decisions, and turn insights into practical roadmaps that strengthen safety, reliability, and profitability in our refineries.

 

What You’ll Do

  • Lead strategic analysis for the Refining business unit, assessing strengths, weaknesses, opportunities, and threats across assets and markets to inform long-term direction and near-term priorities.
  • Interpret complex business needs from refining operations and commercial teams, translating them into structured business processes, technology, and organizational requirements.
  • Develop and drive tactical plans that optimize refining resources and assets, aligning capital, capability, and workforce plans with the overall Refining strategy.
  • Initiate and manage a portfolio of strategy and capability projects for Refining, from framing and business case development through execution tracking and benefits realization.
  • Make authoritative recommendations on strategic options, operating models, and enabling technologies that enhance safety, reliability, efficiency, and financial performance in Refining.
  • Provide specialist advice on policies, governance, and standards that support Refining business goals, helping leaders navigate complex or contentious strategic issues.
  • Engage and align key Refining stakeholders by integrating diverse perspectives, facilitating decision-making forums, and clearly communicating strategic choices and trade-offs.
  • Build and maintain deep expertise in refining industry trends, regulations, and best practices to continuously sharpen the Refining business unit’s strategic capabilities.

 

What You’ll Bring – Required

  • Legally authorized to work in the job posting country
  • Bachelor’s degree or higher
  • 6 or more years of relevant professional experience in refining, downstream, or strategic planning roles in the energy, petrochemical, or related industry
  • Ability to travel up to 10%

 

What Makes You Stand Out – Preferred

  • Experience in refining, downstream, or energy industry strategy roles
  • Proven success leading multi-project portfolios and cross-functional initiatives from concept through implementation
  • Experience in strategic planning, business case development focused on capital-intensive assets, and data-driven decision support for operations or manufacturing environments
  • Ability to connect market, regulatory, and technology trends to practical strategies for refinery competitiveness and energy transition

 

Compensation Range 

This position has a base salary range of  $155,700 - $190,300.

Where a candidate offer falls within the posted range depends on the candidate's experience, skills, and alignment with the role’s requirements.
