The California Fuel Oil Scheduler will safely and effectively work with internal and external customers to manage fuel oil logistics from origin to end customer. This will include working with refineries, traders, logistics providers, terminals, and customers. The role also includes supporting blending activities and executing blends as required for trading. This position is the coordination hub to ensure California fuel oil value is maximized for Phillips 66.
The position is based in our Houston, TX office.
Responsibilities May Include:
- Managing logistics for fuel oil transportation from refineries or terminals directly to customers.
- Ensuring safe, timely deliveries by monitoring and analyzing the availability of barges, on-site and off-site storage, supply point options, delivery time requirements, schedule availability, traffic and weather conditions.
- Executing blending activities with a terminal or refinery; will be expected to develop a basic understanding of fuel oil blending and blending components to support the trader’s blending strategy.
- Working closely with traders to optimize movements and blends to capture the highest value.
- Coordinating internally with Position Keepers, Movement Capture, Inventory Accounting, F&PA Analysts, and other internal stakeholders to ensure accurate deal movement capture and financial reporting as timely as possible.
- Fostering strong working relationships with external counterparts that distinguish Phillips 66 as an industry leader in integrity, scheduling excellence, and professionalism
- Developing nominations for waterborne movements and seeking vetting approval from Marine.
- Coordinating inspectors and ensuring specification and quantity measurement requirements are met and reconcile any sharing of costs between counterparties.
- Performing loss control oversight and escalating issues as needed.
- Entering movements into SAP, Navarik, Mainstay, and other 3rd party systems accurately and on time as applicable.
- Addressing back office issues, including timely response to DEWs, as required.
- 24-hour on-call availability for changes to schedules and emergencies.
- Thinking strategically with the ability to anticipate problems and work to provide resolutions.
Required Qualifications:
- Legally authorized to work in the job posting country
- HIgh school diploma or GED equivalent
- 5 years of scheduling or logistics work experience
- Intermediate proficiency in Microsoft Excel
- Able to work remotely via cellphone and/or laptop 24/7
- Able to work extended and non-standard hours
Preferred Qualifications:
- 1 or more years experience working in scheduling, logistics, transportation, and/or customer service
- Experience with SAP, Navarik, or Mainstay applications
- Good understanding of downstream operations and value drivers
- Ability to set, manage, and meet multiple and competing priorities
- Excellent problem-solving and organizational skills with the ability to communicate effectively
- Highly ethical with a personal drive and dedication to achieve team goals and to increase general interest value to the company while supporting internal and external customers

Our truck and rail fleets support our feedstock and distribution operations. Rail movements are provided via a fleet of more than 10,000 owned and leased rail cars. Truck movements are provided through numerous third-party trucking companies, as well as through our 100 percent-owned subsidiary, Sentinel Transportation LLC.
