The Project Development Engineer II, Midstream develops and presents growth and optimization projects for Phillips 66 Midstream, including transportation & logistics and gas gathering & processing. The Engineer develops early project phases utilizing appropriate tools, resources, and processes to determine the most viable option taking into consideration cost, schedule, and risk implications. The Engineer will also evaluate and improve Midstream Project Management processes.
What You’ll Do
- Conduct conceptional design for projects involving assets moving crude, refined products, NGLs, natural gas, CO2, H2, ammonia, and other products
- Conduct budgetary and detailed cost estimates related to Midstream and Value Chain Optimization projects including but not limited to expanding or repurposing existing assets, new 3rd party connectivity, storage terminals, pipeline replacements, well head connections, gas gathering, new long-haul pipelines and waterborne transportation
- Outline appropriate project execution strategy, accounting for a project's size, complexity, and risks
- Generate creative solutions to build aggressive but executable cost estimates aligned with realistic construction schedules
- Consult with Business Development, Strategy Execution, Operations and Project Execution personnel to establish priorities and scope projects that meet the requirements of our internal and external customers
- Integrate multiple functions including Operations, Integrity, Engineering, Technical Services, Scheduling, and other business units to align on scope and verify operability
- Present projects to management and support the review process to progress AFF and/or AFD funding
- Report on metrics relating to front-end loading statistics
What You’ll Bring - Required
- Legally authorized to work in the United States
- Bachelor’s Degree or higher in Engineering or Construction Management
- 4 or more years of engineering experience in Midstream and/or Downstream oil and gas
What Makes You Stand Out – Preferred
- 5 or more years of experience in the Midstream segment of the oil and gas industry specifically in the gas gathering and processing area
- Working knowledge of rich gas gathering operations, gas and liquid hydraulic modeling/flow, gas compression, gas processing, and NGL/Residue market
- Prior experience running gas field hydraulics using NextGen simulation software or similar hydraulics tools for gas processing
- Working knowledge of applicable industry standards & codes (ASME, ANSI, API, NACE, NFPA, CFR, etc.)
Compensation Range
This position has a base salary range of $124,200 - 151,800.

Midstream
The Phillips 66 Midstream business is a safe, reliable, and trusted provider for the movement, storage, gathering, and processing of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 70,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. Our capabilities include extensive natural gas gathering and processing operations, enhancing our wellhead-to-market strategy. We also provide the connectivity between the various Phillips 66 business units.
