The Phillips 66 IT Project Management Organization is seeking a highly skilled and experienced, technically proficient, IT Program Manager with a strong ability to drive both Waterfall and Agile projects to successful completion. The ideal candidate will possess technical and O&G business acumen, as well as proficiency in Excel, SharePoint, and Power BI dashboards.  This individual needs to have a foundational understanding of enterprise architecture to ensure alignment of IT projects with the broader organizational technology strategy. The Program Manager will focus on process optimization and system improvements / automation, overseeing multiple complex projects and coordinating cross-functional teams.
 

Responsibilities May Include:

  • Manage and lead IT projects using both Waterfall and Agile methodologies from initiation through successful completion
  • Develop detailed project plans, timelines, and budgets using MS Project and other project management tools
  • Create, analyze, and maintain Power BI dashboards and automated workflows using Power Apps and Power Automate
  • Leverage MS Excel for data analysis, reporting, and automation through advanced functions and macros
  • Develop and manage SharePoint sites to support project documentation and collaboration
  • Use ServiceNow for project tracking and managing IT services, including incident and change management
  • Coordinate with development teams using Azure DevOps (ADO) for sprint planning, backlog prioritization, and continuous integration
  • Collaborate with SAP teams for systems integrations and improvements
  • Utilize MS Visio for process mapping and flowcharts as necessary
  • Conduct and maintain alignment with stakeholders at various levels across the enterprise
  • Ensure continuity of project management-related applications by administering their web-based interfaces as well as database-level objects (SQL)
  • Ensure IT projects align with the organization's IT enterprise architecture, driving efficiency and scalability across systems and processes
  • Identify and implement process and systems improvements to drive operational efficiency across the organization
  • Ensure adherence to project management frameworks and IT governance standards
     

Required Qualifications:

  • Legally authorized to work in the job posting country
  • Bachelor’s degree or higher in Information Technology, Computer Science, Engineering or a related field
  • 5 or more years of experience in IT project management while successfully managing complex projects using Waterfall and Agile methodologies
  • Working knowledge of IT enterprise architecture and its role in aligning IT initiatives with organizational strategy
     

Preferred Qualifications:

  • Master’s degree 
  • Solid understanding of SQL database management
  • PMP, Agile, or Scrum certification 
  • Technical expertise in Power BI, Power Apps, Power Automate, and advanced MS Excel
  • Proficient in SharePoint development and management
  • Strong familiarity with ServiceNow, MS Project, ADO, SAP, Visio, and SQL
  • Excellent communication, leadership, and team collaboration skills
