The Mechanical Engineer, Projects provides leadership, technical expertise, and business perspective in all areas related to refinery fixed equipment and piping. This role will involve capital project execution, engineering, procurement, and construction. This role ensures projects are technically sound and that they achieve safety, reliability and environmental objectives and are consistent with PSM management of change.
Responsibilities May Include:
- Keep abreast of new developments in areas of mechanical and maintenance engineering and utilize where available and appropriate
- Executing projects and ensuring conformance with Phillips 66 Required Standards, Recommended Engineering Practices and relevant codes and industry standards
- Assuring appropriate design conditions and metallurgy requirements are met
- Performing bolted joint assessments for flanged connections
- Reviewing and consulting on equipment layout and piping routing
- Reviewing and consulting on metallurgy selection, welding procedures and inspection requirements
- Coordinating mechanical engineering aspects of the MOC process
- Reviewing project design packages and providing design input to ensure that site requirements and preferences are met
- Promoting and assisting with the management and development of work processes, standards, best practices, and guidelines for efficient engineering design and construction
- Ensuring project scope and cost is controlled and change is managed
- Establishing priorities, deliverables and deadlines aligned with capital project strategies
- Successfully managing competing priorities and multiple projects simultaneously
- Accountable for managing time to deliver on commitments

Required Qualifications:
- Bachelor’s degree in engineering or equivalent
- 10 or more years petrochemical or related industry experience
- Experience and understanding of plant maintenance, operating, and project practices
- Ability to apply technical expertise to problem solving while achieving broad business objectives
- Personal discipline to balance short-term demands with long-term objectives
- Willing and able to travel 25% of the time
Preferred Qualifications:
- Bachelor’s degree or higher in mechanical engineering
- Experience in design, fabrication and construction of fixed equipment and piping
- Experience working with EPC contractors
- Experience with insulation and refractory
- Experience with painting and coatings
- Experience with various solids handling equipment (conveyors, bucket elevators, bridge cranes, etc.)
- Experience with welding/welding engineering
- Willing and able to relocate to Houston, TX
- Ability to direct activities and priorities of others through influence
- Ability to develop and communicate clear and specific strategies and tactics
- Accepts ownership, is accountable, and delivers on commitments
