The Material Balance Specialist is responsible for the accuracy and reliability of custody transfer measurement and inventory data for Phillips 66 Pipeline. The Specialist will work as a principal member of the Measurement and Loss Control team, using the electronic flow measurement system to analyze and validate ticket data, oversee gain/loss performance, interface with accounting to resolve customer issues and provide support to schedulers in managing shipper inventory positions and ticketing processes
Responsibilities May Include:
- Identify research, analyze and report measurement problems, and provide logistical and technical support to Operations
- Monitor material imbalances and proactively resolve gain/loss discrepancies
- Analyze system inventory of Line fill
- Investigate discrepancies and confirm or correct volume information
- Publish physical gain/loss analyses and investigation reports to key stakeholders in the Operations Leadership Team, Regional Managers, Area Superintendents, Accounting, and Schedulers
- Produce measurement data for timely handoff to accounting for monthly allocations, settlement, and balancing to meet closing and invoicing time constraints
- Maintain metrics and KPI’s with advanced support of deficient performance or negative trend bias
- Resolve issues identified during the closing process promptly
- Escalate, investigate, and document discrepancies such as unexplained gain\loss value shifts, corporate actions issues, and incorrect data
- Effectively communicating with the Measurement Specialists, Measurement Technicians, Scheduling, Accounting, Business Development, and Customer Service to resolve data and balance issues
- Proactively partnering with individuals across Midstream, including Field Operations, Measurement Specialists, Accounting, Control Center, SCADA, Logistics, and Scheduling to align cross-functional processes
- Support the tracking of report production by supplying statistics on timeliness and accuracy
- Produce ad-hoc reports, including attribution analysis and executive summaries as assigned
- Generating reports and other documentation required by external parties, including auditors and regulated entities
- Developing and providing subject matter expertise on measurement, ticketing, and gain/loss data systems (FLOWCAL), SOX requirements, FERC regulations, and Tariffs and Contracts
- Demonstrating strategic thinking to develop and recommend improvements in business plans, processes, and operations to support business decisions and achieve goals and objectives
- Following company guidelines, measurement, API standards, FERC regulatory, and contractual requirements in analytical workflow processes
- Revisit regularly and implement, if required, new supplier performance measurement metrics and processes, and adjust/optimize these processes as required
- Facilitating troubleshooting of customer questions and issues related to ticketing, measurement, and gain/loss
- Interfacing with internal and external customers to promptly provide reports and data and resolve issues
- Maintain knowledge of technology advancements and changes in the industry related to NGL measurement equipment, design, standards, specifications, and product qualit
Required Qualifications:
- Bachelor’s degree in Accounting, Business, Engineering, or related field. Technical degrees and/or verifiable industry experience may be considered
- 8 or more years of oil and gas industry experience
- Working knowledge of liquid measurement devices, i.e., Coriolis and ultrasonic meters, pressure/temperature measurement instrumentation along with electronic flow recording meters and FlowCal software
Preferred Qualifications:
- 3 or more years of pipeline or facility measurement experience involving NGL/Y-Grade measurement
- Excellent written, verbal, listening, and comprehension skills are required
- Must be able to work in a team environment as well as independently. Decision-making skills are essential
- Experienced analytical skills with an ability to recognize data trends and anomalies
- Detail-oriented, highly organized, and able to efficiently prioritize and execute tasks as assigned
Midstream
The Phillips 66 Midstream business is a safe, reliable, and trusted provider for the movement, storage, gathering, and processing of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 70,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. Our capabilities include extensive natural gas gathering and processing operations, enhancing our wellhead-to-market strategy. We also provide the connectivity between the various Phillips 66 business units.
