The HSE Specialist – Data Analytics & Reporting provides a variety of services in support of Midstream HSE Field Operations. These services include supporting programs such as Incident Investigation & Management, HSE Audits, and P66 HSE Management System compliance. The role is responsible for improving safety by effectively managing how the Midstream organization learns from incidents and monitoring the effectiveness of the program by measuring the reduction in repeat incidents. In addition, manages issues central to Midstream HSE including dashboard maintenance, policy updates and Sphera site lead. The position serves as a contact and a guide – providing knowledge and expertise to help the Midstream Organization find solutions to HSE related concerns.
Responsibilities May Include:
- Develop, maintain, and improve Midstream incident reporting and investigation policies, processes, practices and procedures and be the Subject Matter Expert for incident investigation and management
- Participating on incident investigation teams and cause mapping activities
- Facilitate monthly Midstream Operations Leadership Team (MOLT) incident reviews
- Document and implement a formal approval process for serious investigations, including (MOLT) approval and legal review
- Facilitate the tri-annual HSE Management System Review and Strategic Planning exercise
- Responsible for compliance with elements of API RP 1173, Pipeline Safety Management Systems:
- Incident investigation, evaluation and lessons learned
- Management Review
- Oversight and support of new company initiatives with BU impact
- Supports the HSE policy revision process (updates, new, communication)
- Provide general HSE support to the organization, including audit participation, contractor site safety reviews, project support, investigation participation and training
- Supporting the sites on preparation for Tier III HSEMS/PSM audits as needed and tracking findings in the HSE incident tracking database (Sphera)
- Participating as a guest auditor on Corporate Tier III HSEMS audits as needed
- Back-up Sphera Administrator (Site Lead)
- Assists in the closure of action items/incidents
- Metrics
- Support identification and development of key performance indicators
- Support metric analysis and verification/Dashboard maintenance
- Support HSE metric benchmarking
Required Qualifications:
- Legally authorized to work in the job posting country
- Bachelor’s degree in Safety, Industrial Hygiene or other related field
- 5+ years operations experience in Midstream, Refining or the Petrochemical Industry
- Advanced verbal and written communication skills and the ability to present effectively to small and large groups
- Ability to recognize hazards, assess risks and suggest appropriate mitigation plans
- Experience leading incident investigations and performing cause mapping analyses
- Demonstrated ability to develop, maintain and improve policies, processes and procedures
- Strong knowledge of desktop computer applications
- Demonstrated expert use of technology to gather, interpret, analyze and present data
- Ability to perform detailed data analysis including regression analysis, pivot tables, custom queries and advanced use of incident/near miss data
Preferred Qualifications:
- Experience in a professional safety and/or occupational health role in the energy or petrochemical industry
- Ability to represent Midstream safety and health programs to outside agencies and organizations
- Ability to influence others, at all levels of the organization
- Effective team building skills
