Field Rep, Construction - Houston, TX

The Field Rep, Construction reports to the Construction Superintendent of the Midstream South Region (TX, LA, NM, NJ, or any other special assignments in other regions) will be based within the region preferred near existing pipeline assets. The Construction Field Representative provides leadership and field support across the region and is accountable for successful execution of assigned projects while facilitating the safety, quality, integrity, and cost/schedule performance of each project.


Responsibilities May Include:

  • Supporting the execution and management of multiple construction projects
  • Provide onsite leadership with safety and ensuring adherence to appropriate work practices per company policies and contract documents
  • Coordination and oversight of work activities for construction contractors and company employee teams assigned to specific projects
  • Facilitate project kickoff and closeout
  • Communicate and document compliance with regulatory and company policies & procedures
  • Ensure project compliance with applicable environmental policies, codes and standards
  • Submit completed documentation for permits, air packages, pre-job tasks, and project closeout
  • Provide project control information to the Project Manager and other parties while ensuring efficient and cost-effective project execution
  • Daily, weekly & monthly coordination of contractor activities for assigned project(s)
  • Effectively communicate with the Construction Superintendent, Project Manager, and other parties to select contractors, determine crew size, and promote good relationships to all necessary parties on the jobsite
  • Monitor, evaluate, and manage project schedule and assist in directing resources to ensure efficiency
  • Assist the Project Manager in the evaluation of change orders
  • Promote continuous improvement and a positive safety culture through reviews of good catches, stop work and Incident/accident investigations
  • Inspection of coating, excavation, welding, NDE, electrical systems, etc.
  • Testing and certification of welders  
  • Assist in audit/training of other Construction Field Representatives
  • Provide constructability input and planning support for Project Development
  • Participate in the design/model reviews
  • Facilitate and coordinate project meetings
  • Assist Procurement Specialist in preparing bid package, facilitating pre-bid meetings, bid analysis, and award recommendations
  • Hold field construction teams and contractors accountable to the terms and conditions of the construction contract
  • Assist project team in negotiations on claims for extra work and change orders
  • Assist in forecasting and monitoring construction inspection costs to ensure they stay within specified budget
  • Provide input on the validity of field changes, RFI’s, CO’s, claims, and cost forecasts
  • Keep the project team and key stakeholders informed of the project's status (i.e., schedule, cost, safety, etc.)

 

Required Qualifications:

  • Legally authorized to work in the United States
  • High school diploma or GED equivalent
  • Valid driver's license
  • 5 or more years of experience in Midstream construction, maintenance and/or inspection
  • Basic level or proficiency in Microsoft Office Word, Excel and PowerPoint
  • Basic level of proficiency in SAP
  • Willing and able to travel up to 75% of the time within the South Region or any other special assignment within Midstream – working hours Monday – Saturday
  • Willing and able, with or without a reasonable accommodation, to perform/comply with following:
    • Climb to the top of tanks and other facility assets
    • Raise and transport articles weighing up to 50 pounds
    • Walk, stand, stoop, sit, climb, and carry material on a daily basis on even and uneven terrain
    • Work outside in harsh weather conditions
    • Use hand and power tools 

 

Preferred Qualifications:

  • 5 or more years of experience working in Pipeline, maintenance, or inspection
  • 5 or more years of experience with coating and application
  • Construction Management degree
  • Knowledge of Midstream Procedure Manuals
  • Knowledge of Midstream operations and understanding of Phillip 66 assets
  • Knowledge of welding procedures
  • Knowledge of non-destructive testing procedures
  • Industry related certification in any of the following: CWI, NACE CIP 1 & 2, API 1169
  • Excavation training and competent
  • Intermediate level of proficiency with Microsoft Office Word, Excel and PowerPoint
  • Intermediate level of proficiency with SAP

Phillips 66's Midstream business is a safe, reliable and trusted logistics provider for the movement and storage of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 22,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. We also provide the connectivity between the various Phillips 66 business units.
