The Engineering Director provides engineering and technical support to ensure safe, consistent, and efficient project scoping and delivery, operations and optimization of pipelines and facilities. Resources under the Asset Engineering Director support the operations, maintenance, and craft needs of the Midstream footprint in the gulf area. The Asset Engineering organization develops long range plans and prepares capital projects for funding. This position is based in Houston, TX.
Responsibilities may include:
- Promoting a culture to deliver excellent HSE performance
- Providing the Region with technical resources to support field operation, optimization, and maintenance of midstream assets
- Coordination and teamwork with the Region leadership team
- Supporting Region maintenance and taking a lead role as necessary in electrical, instrumentation, measurement and automation support for the Region as well as rotating equipment maintenance activities
- Coordination with Business Development for growth and optimization opportunities
- Providing supervision, coaching, performance appraisals, and supporting the development of the Asset Engineers
- Managing resolution of complex encroachment issues
- Supporting or leading incident investigations
- Providing resources for completing PHA and HSE audit action items
- Participating in the Management of Change process, supporting design hazard reviews and pre-startup safety reviews, and developing startup commissioning procedures
- Assuring full compliance with all regulatory and Company policies and procedures
- Interfacing with Region operations, Real Estate Services, Business Development, Joint Ventures, and Logistics
- Supporting multiple Joint Ventures needs for development and updates of capital budgets
- Development and ownership of the Region long range capital plan and managing Region capital projects
Required Qualifications:
- Legally authorized to work in the job posting country
- Bachelor's Degree or higher in Engineering
- 10 or more years of experience in gathering and processing, petroleum pipeline & terminal operations or related industry experience
- 5 or more years of experience with pipeline hydraulics
- 3 or more years of experience with budgeting and long-range planning process
- Intermediate level or proficiency in Microsoft Word, Excel and Outlook
Preferred Qualifications:
- 5 or more years of experience in pipeline maintenance, operations, and pipeline projects
- 5 or more years of experience supervising
- Intermediate level of proficiency with SAP
Midstream
Phillips 66's Midstream business is a safe, reliable and trusted logistics provider for the movement and storage of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 22,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. We also provide the connectivity between the various Phillips 66 business units.
