The Advisor, Political Affairs will support the Phillips 66 Government Affairs team by overseeing the day- to-day administration of the Phillips 66 Political Action Committee (PAC66), the management of political and government affairs projects, the coordination of government affairs communications efforts, and the planning and execution of strategic GOTV and grassroots programs. The Advisor will also engage in advocacy activities and initiatives for Phillips 66 to maintain and enhance internal and external stakeholder networks and relationships.
The position is based in the Houston office and will be part of the Phillips 66 Government Affairs team and report directly to the Political Affairs Director.
Responsibilities May Include
Political Action Committee
- Assist in leading the strategic direction of the Phillips 66 political action committee (PAC66), ensuring alignment with the company's legislative priorities and business objectives.
- Support the execution and implementation of PAC66 outreach and engagement strategy.
- Manage the solicitation of voluntary contributions from eligible employees and stakeholders to support the PAC; develop fundraising campaigns and engagement strategies to grow PAC membership
- Design and oversee the execution of compelling fundraising campaigns, events, and targeted outreach to engage internal PAC-eligible employees and maximize the PAC's financial capacity to support federal and state advocacy goals.
- Develop and implement solicitations and communications plan, including strategies, tactics, goals/benchmarks, and budget focused on retaining and increasing contributions from current donors and expanding the number of PAC donors.
- Directly engage with PAC members and prospects, in individualized and group settings, educating and encouraging voluntary PAC membership through effective and non-partisan communication of its importance to the company's public policy agenda.
- Provide regular communications to PAC members regarding political and legislative activities including election updates, political events, other key messaging. Develop compelling messaging and materials to educate and engage PAC-eligible employees on various elements, including but not limited to, the PAC's goals, bipartisan approach, and mission and governance. This could include materials such as the annual report, one-pagers, FAQs, executive talking points, and website updates.
- Coordinate with business leadership on PAC fundraising campaigns.
- Routinely analyze fundraising performance data to refine strategies and identify new opportunities.
- Create tailored recognition programs to enhance donor retention & increase contribution levels
- Collaborate with government affairs teams to promote and support policy priorities that align with the company's goals; represent the company's interests in advocacy efforts and at political events.
- Develop and maintain relationships with key political fundraisers and coordinate with external partners to plan company hosted political fundraisers.
- Research and maintain understanding of corporate and energy PAC activity nationally against similarly situated organizations within the industry and business community at large.
- Coordinate the administration of PAC66:
- Process contributions, membership management, website updates, and membership communications and events.
- Support PAC board meeting activity, including developing presentations and recording meeting minutes.
- Produce monthly PAC statistics reports and other analysis as needed. Oversee record-keeping for PAC and database management.
- Ensure the PAC complies with all federal, state, and local campaign finance laws, including timely filing of reports and maintaining records of contributions and expenditures
- Support PAC and corporate political contribution budget submissions/reports from various budget owners and produce regular budget updates to the government affairs team.
- Manage the communications and administration of PAC66 charitable match program.
Political Affairs
- Work across Government Affairs team on projects, events, and research to advance the company's strategic objectives.
- Coordinate, manage and implement company and business unit grassroots activations.
- Participates with the federal affairs team with third-party engagements, including political groups and trade associations.
- Partner with internal stakeholders to update company specific domestic presence sheets on annual basis and maintain
- Manage Get Out the Vote (GOTV) candidate fair efforts at various company locations during election years.
- Draft and publish GOTV employee communications in advance of elections.
- Partner with corporate communications to draft outreach materials including project fact sheets and FAQ documents, websites, and PowerPoint presentations.
- Support cross-functional communications activities in service of government and political affairs.
- Assists lobbyists and Government Affairs staff with special projects.
Required Qualifications
- Legally authorized to work in the job posting country
- Bachelor's degree
- Willingness to travel 25% of the time and up 45% during election years
- 3 or more years of experience in politics and/or energy industry
- Excellent interpersonal skills; to develop effective collaborative working relationships with internal and external personnel at all levels, and from a variety of disciplines
- Strong presentation, writing and verbal communication skills
Preferred Qualifications
- Bachelor's degree, preferably with a focus in Government, Journalism or Communications, or a related area
- Works well under pressure and in a fast-paced environment
- Results-oriented team player, with keen attention to processes and detail
- Ability to prioritize and manage multiple requests simultaneously while meeting deadlines
- Highest standard of personal ethics and integrity supported by open and honest communication
- 5 or more years of experience in the energy sector, politics, and public affairs.
- Demonstrated interest or work experience in the political arena
- Energy industry experience
- Political campaign, fundraising or PAC experience
- Strong expertise using Microsoft Office and Microsoft BI to develop documents, manipulate spreadsheets and charts, and develop dynamic PowerPoint presentations
