As a Specialist III, Health & Safety, you will develop, implement, and monitor programs that prevent injuries and protect health, while supporting safe, reliable operations in a complex refining environment. You will be a trusted partner to operations, maintenance, and leadership, helping manage risk, meet regulatory requirements, and continuously improve safety performance. This role offers the opportunity to lead impactful safety initiatives, influence decisions across the refinery, and grow your expertise in refinery health and safety.
What You’ll Do
- Champion a strong safety culture through visible leadership, participation in emergency response and safety committees, and advancement of key health and safety initiatives for the midstream assets.
- Lead implementation of HSE programs by applying policies and procedures, identifying hazards and patterns of risky behavior, engaging employees and contractors to address them, and escalating serious issues as appropriate.
- Manage a portfolio of HSE audits and field assessments, including planning and executing risk-based audits, conducting site inspections and compliance checks, and driving corrective actions to closure.
- Investigate incidents and near misses, analyze trends and root causes, and advise leaders on actions to minimize risk and ensure compliance with regulatory and internal standards.
- Develop, maintain, and communicate HSE policies and procedures, providing guidance and support for processes such as RAMs, MOC, PSSR, and PHA.
- Deliver and evaluate HSE training and internal communications that build understanding of safety requirements and expectations across teams and levels.
- Collect, analyze, and report HSE and industrial hygiene data, including environmental and exposure monitoring, to support permitting, decision-making, and continuous improvement efforts.
- Prepare clear reports, documentation, and special studies, while continually building your capabilities through training, professional accreditation, and staying current on regulations and industry best practices.
What You’ll Bring – Required
- Legally authorized to work in the job posting country
- Possess a valid driver's license
- High School Diploma or GED equivalent
- 3 or more years of occupational health and safety experience
- Must be willing and able, with or without reasonable accommodation, to comply with the following:
- Travel up to 20%
- Operate company vehicle on site premises and/or public roads up to 20%
- Work extended hours, which may include evenings, weekends, and holidays, and perform occasional duties
- Transport articles up to 50 pounds
- Climb ladders and stairs up to 200 feet
- Work safely near large, hot, high-speed machines, around chemicals and hydrocarbons under high pressure and heat, and in harsh weather conditions
- Wear fire retardant clothing and personal protective equipment
What Makes You Stand Out – Preferred
- Bachelor’s degree
- 5 or more years of experience within the occupational health and safety profession
- 1 or more years of experience within the petrochemical industry in the field of occupational health and safety
- Certified Safety Professional (CSP), Associate Safety Professional (ASP), or Occupational Health and Safety Technician (OHST) certification
- Knowledge of refinery operations and process units
- Knowledge of SAP, Impact, KMS, and other refinery HSE or intranet applications
- Knowledge of PSM and regulatory requirements including API, NFPA, DOSH/OSHA, and DOE oil spill standards
- Experience using HSE data analysis, auditing, and compliance software to identify trends, support reporting, and improve safety performance
- Willing and able to obtain a Transportation Worker Identification Card (TWIC)
- Ability to work independently, provide technical guidance, and communicate effectively with stakeholders at all levels
Compensation Range
This position has a base salary range of $121,500 - $148,500.

Midstream
The Phillips 66 Midstream business is a safe, reliable, and trusted provider for the movement, storage, gathering, and processing of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 70,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. Our capabilities include extensive natural gas gathering and processing operations, enhancing our wellhead-to-market strategy. We also provide the connectivity between the various Phillips 66 business units.
