What You’ll Do
- Coordinate and deliver engaging training programs that align with business goals and drive site-wide employee growth.
- Lead site-wide learning initiatives, including onboarding, refresher training, and skills development.
- Collaborate with site leadership and L&D partners to implement targeted development strategies based on assessment of workforce capabilities.
- Analyze training effectiveness using data and metrics to continuously improve learning outcomes.
- Ensure compliance with company policies and industry standards in all training programs.
- Support L&D budget planning and resource allocation for site training needs.
- Promote consistency across sites by aligning local programs with enterprise-wide L&D strategies.
- Build trusted stakeholder relationships that foster collaborative partnership between L&D and site leadership.
- Engage in consulting conversations to determine appropriate learning solutions.
What You’ll Bring - Required
- 3+ years of Refining/Midstream experience
- High school diploma or GED required
- Working knowledge of the Maintenance and Operator Training Required Standards
- Experience with data analysis and reporting
- Strong communication and facilitation skills
- Intermediate Microsoft Office Suite proficiency
- Ability to obtain Transportation Worker Identification Credential (TWIC)

Compensation Range
- $136,800 - $167,200 annual base pay salary range
The Ferndale Refinery is located on Puget Sound in Ferndale, Washington, approximately 20 miles south of the U.S.-Canada border. Facilities include crude distillation, naphtha reforming, fluid catalytic cracking, alkylation and hydrodesulfurization units. It processes a variety crude oils, including Alaskan North Slope, Canadian and other foreign and U.S. shale crudes, primarily delivered via marine vessel and pipeline. Within the refinery is a rail car crude oil receiving facility with a capacity of 30,000 BPD. This offloading facility, owned by Phillips 66 Partners, makes the receipt of additional crude by rail car possible. The refinery produces a high percentage of transportation fuels. Other products include residual fuel oil, which is supplied to the northwest marine bunker fuel market. Most refined products are distributed to customers by pipeline and barge to major markets in the northwestern United States.
