The Health and Safety Specialist III, Ferndale Refinery progresses refinery health and safety initiatives including new programs, revised programs, emergency response and safety infrastructure, contractor safety, and refinery capital projects.

 

What You’ll Do

  • Complete the development of new or revised safety programs or initiatives such as safety procedures.
  • Continuously developing your own capabilities through formal and informal training and coaching.
  • Effectively communicate Health and Safety information to a broad population of employees and contractors.
  • Provide safety and ergonomics oversight and direction for capital projects including design, construction, and startup.
  • Track Safety auditing process and develop solutions for assigned corrective actions.
  • Provide oversight and assistance for continuous improvement in contractor safety process.
  • Assume a leadership role in the plant emergency response organization.
  • Support Industrial Hygiene work, including directing field monitoring activities in absence of plant IH resources.
  • Support incident investigations and corrective actions.
  • Lead by example with a personal commitment to safety, and workplace safety of all employees and contractors through personal engagement and sound decisions.
  • Serve as a back-up to other members of the Health and Safety group with flexibility to transform to other Health and Safety roles. 

 

What You’ll Bring - Required

  • Legally authorized to work in the job posting country
  • High school diploma or GED
  • Valid driver’s license
  • Willing and able to obtain a Transportation Worker Identification Card (TWIC). Information can be found at https://www.tsa.gov/for-industry/twic
  • 3 or more years of experience in plant safety and/or emergency response in an industrial facility
  • Willing and able to perform and comply with the following, with or without reasonable accommodation:
    • Travel up to 5% of the time
    • Available on call 24/7/365
    • Work safely near large, hot, high-speed machines
    • Climb ladders and stairs up to 200 feet in height
    • Work around chemicals, including acids and bases
    • Work around hydrocarbons under high pressure and heat
    • Work outside in harsh weather conditions
    • Wear fire retardant clothing and personal protective equipment (such as steel-toe shoes, ear, and eye protection)
    • Maintain your face daily so that a respirator/face mask can seal properly (some examples include being free of facial hair and/or clean shaven)

 

What Makes You Stand Out – Preferred

  • Bachelor’s degree in safety, engineering, or another related field
  • Working knowledge of API, NFPA, DOSH/OSHA, and DOE Oil Spill Requirement
  • Certified Safety Professional (CSP) qualification
  • Working knowledge of refinery operations and process units

 

Compensation Range 

This position has a base salary range of $121,500 to $148,500.

The Ferndale Refinery is located on Puget Sound in Ferndale, Washington, approximately 20 miles south of the U.S.-Canada border. Facilities include crude distillation, naphtha reforming, fluid catalytic cracking, alkylation and hydrodesulfurization units. It processes a variety crude oils, including Alaskan North Slope, Canadian and other foreign and U.S. shale crudes, primarily delivered via marine vessel and pipeline. Within the refinery is a rail car crude oil receiving facility with a capacity of 30,000 BPD. This offloading facility, owned by Phillips 66 Partners, makes the receipt of additional crude by rail car possible. The refinery produces a high percentage of transportation fuels. Other products include residual fuel oil, which is supplied to the northwest marine bunker fuel market. Most refined products are distributed to customers by pipeline and barge to major markets in the northwestern United States.
