The Sr Construction Field Representative I, Tanks manages and safely executes expense and capital construction activities at our Borger facilities. This position reports to the Construction Superintendent while working closely with the responsible Project Manager, Operations, and various Borger service organizations. These responsibilities are performed in both field and office work areas; however, the position is predominantly a field-oriented position.
What You’ll Do
- Ensure consistent execution of tanks projects with respect to safety, health, and environmental policies and procedures
- Coordinate and oversee the daily work of construction contractors and employee teams, interacting with various departments within the Borger organization to safely execute field activities, including work permit administration, quality control, material procurement, and status reporting
- Ensure compliance with Company policies, procedures, engineering standards, industry practices, codes, and government regulations
- Read, understand, and interpret the scope of work as defined by construction drawings and specifications
- Assist the Project Manager in developing contracting strategies, reviewing, selecting, and awarding contracts
- Partner with Tank COE staff to manage project construction costs, schedules, and quality of work, and assist with correcting deficiencies when necessary
- Coordinate activities of contractor personnel, understanding the nature of the contract and overseeing the execution of work in accordance with contract terms
- Review and comment on project specifications and drawings prior to construction
- Partner with engineering staff to select contractors, determine crew size, and promote good contractor/Company relationships
- Collaborate with Company and contractor personnel to ensure proper prioritization and project efficiency
- Effectively control and manage “request for information” and “change order” processes
- Drive continuous improvement of construction execution through lessons learned reviews and incident/accident investigations and KPI meetings
- Network with peers internally and externally to share best practices
- Support other Borger departments as needed, including maintenance during plant outages and turnarounds
- Promote and reinforce a strong safety culture by reviewing project safety information (good catches, stop works, near misses, etc.) and participating in Incident/Accident investigations.
- Quality Assurance inspections of: Coating, Excavations, Welding, Electrical & Instrumentation, NDE, and certifying welders (CWI’s) for assigned projects.
What You’ll Bring - Required
- Legally authorized to work in the United States
- High School Diploma or GED equivalent
- Valid driver's license
- Must possess a valid Transportation Workers' Identification Credential (TWIC) or qualify for a TWIC card by start date. More information can be found at https://www.tsa.gov/for-industry/twic
- 3 or more years of experience in field construction coordination / oversight, project management, or facilities maintenance
- Willing and able, with or without reasonable accommodation, to perform/comply with the following:
- Work outside 12 months a year in extreme temperatures
- Lift a minimum of 30 pounds
- Work safely near large, hot, high-speed machines
- Climb ladders and stairs up to 200 feet in height
- Work around chemicals, including acids and bases
- Work around hydrocarbons under high pressure and heat
- Work outside in harsh weather conditions
- Wear fire retardant clothing and personal protective equipment (such as steel-toe shoes, ear, and eye protection)
- Willing and able to maintain your face daily so that a respirator/face mask can seal properly (some examples include being free of facial hair and/or clean shaven)
What Makes You Stand Out – Preferred
- 5 or more years of experience working in Refining, Pipeline, maintenance, or inspection
- 5 or more years of experience with coating and application
- 5 or more years of experience with API 653 tank maintenance and repairs
- 3 or more years of experience with I&E experience related to tanks
- Industry related certification in any of the following: NACE CIP 1 & 2, API 653
- Excavation training and competent person
- Experience in the construction (installation and erection) and maintenance of storage tanks.
- Knowledge of schedule activities and schedule forecasting
- Knowledge of construction procurement, material handling and fabrication activities
- Experience interfacing with engineering and construction contractors
- Knowledge of cost control and forecasting
- Knowledge of manpower loading and logistics
- Knowledge of P66, OSHA, and construction industry safe work practices
Compensation Range
This position has a base salary range of $137,700 - $168,300 .

Midstream
The Phillips 66 Midstream business is a safe, reliable, and trusted provider for the movement, storage, gathering, and processing of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 70,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. Our capabilities include extensive natural gas gathering and processing operations, enhancing our wellhead-to-market strategy. We also provide the connectivity between the various Phillips 66 business units.
