Process Safety Management Specialist, Borger Refinery

The Process Safety Management Specialist is accountable for timely preparation of documents and reports and execution of tasks related to Process Hazards Analyses (PHAs) including Facility Siting studies; Management of Change (MOC); the Risk Management Plan (RMP); and Process Safety Information (PSI) for the Borger Refinery. This position will work in a team-based environment focused on the management of risk and Process Safety for the continuous improvement of elements and systems contributory to the safety of refinery workers and the public. This position reports to the Process Safety Director. 

 

Responsibilities may include: 

  • Interface with engineering teams to address risk improvement actions from MOCs, PHAs, LOPA, and incident investigations, improve/maintain accuracy of PSI, and evaluate unique operating scenarios via MOC.
  • Coordinate Process Hazards Analyses (PHA) using Layers of Protection Analysis (LOPA) for refinery and other internal customers.
  • Regulatory resource for PSM implementation. 
  • Work with key stakeholders to improve, provide training, and implement PSI, PHA, and MOC systems and procedures to meet PSM / RMP requirements, Refining Required Standards, federal regulations, and site policies.
  • Participate in facility PSM self-audits and on Corporate HSE Compliance audit teams.
  • Participate in process safety event Cause Mapping investigations.
  • Steward the site Facility Siting program including the portable building permitting process.
  • Perform RMP, MOC, auditing and other duties at the direction of the Process Safety Lead. 
  • Develop and maintain PSM related dashboards and ARC Workflows.
  • Track and report Corporate PSM metrics. 

 

Required Qualifications:

  • Legally authorized to work in the United States.
  • Bachelor’s degree in Engineering.
  • 3 or more years of process industry experience in refining, petrochemical, and/or related industry.
  • Intermediate proficiency in Microsoft Office tools (Outlook, Word, Excel, PowerPoint).
  • Must be willing and able, with or without reasonable accommodation, to comply with the following:
    • Travel up to 5% of the time.
    • Occasional on-call duties.
    • Work extended hours, which may include evenings, weekends, and holidays.
    • Work safely near large, hot, high-speed machines.
    • Climb ladders and stairs up to 50 feet in height.
    • Work around chemicals, including acids and bases.
    • Work around hydrocarbons under high pressure and heat.
    • Work outside in harsh weather conditions.
    • Wear fire retardant clothing and personal protective equipment (such as steel-toe shoes, ear and eye protection).

 

Preferred Qualifications:

  • Bachelor’s degree in Chemical Engineering.
  • Technical background such as Process Engineer. 
  • Experience with Process Safety Management regulations.
  • Experience with Process Hazard Analysis.
  • Experience in specialized programs (PHA-Pro, IMPACT, Livelink, SAP, KMS, PowerBI).
  • Accepts ownership and delivers on commitments within deadlines.

  • Experience in a regulatory environment.

The Borger Refinery is located in Borger, Texas, in the Texas Panhandle, approximately 50 miles north of Amarillo, Texas. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization and delayed coking units. The refinery processes primarily medium sour crude oil produced locally, and heavy sour crude oil produced in Canada, all of which are delivered by pipeline. Borger produces a high percentage of transportation fuels, as well as petroleum coke, NGLs and solvents. Refined products are distributed to customers via pipelines from the refinery to West Texas, New Mexico, Colorado and the Midcontinent region.
