The Manufacturing Specialist reports to the Area Operations Manager. They play a critical role in ensuring safe, efficient, and environmentally compliant operations within their assigned refining area. This position is responsible for optimizing the area’s performance through strategically prioritizing routine maintenance, defining outage scope, and developing employee capabilities. The Manufacturing Specialist ensures that the necessary personnel, equipment, and procedures are in place to support operational excellence. They are accountable for both daily execution and long-term planning. The Manufacturing Specialist communicates unit operational risks, constraints, and equipment status across departments to enable the business team to prioritize work effectively.
Responsibilities May Include:
Safety/Environmental: Set the standard for HSE performance by leading by example
- Own and approve all operational procedures, including temporary and maintenance prep procedures, ensuring HSE compliance is embedded
- Audit and verify compliance with JSAs, lock/tag/try, and other critical safety and environmental activities
- Help drive to root causes and develop corrective actions for incidents that occur in the area
- Develop the operational plans needed to enable inspections, over-speed turbine trips, regulatory PMs, and Sphera action items are completed on time
- Manage LDAR/DOR to ensure required repair attempts are made and DORs are minimized
- Enforce the MOC process and act as the operations representative for PSSRs/MOC evaluations
- Exercise authority to shut down unsafe work and unsafe equipment
Production/Maintenance: Accountable for ensuring area assets can achieve the refinery operating plan
- Prioritize, coordinate, and schedule operations and maintenance activities
- Responsible for reviewing and approving maintenance notifications
- Collaborate with area MTL, planner, and scheduler to build and execute the maintenance schedule
- Write daily guidance for the shift team to communicate priorities/needs during off-hours
- Responsible for the capability of units to meet the business plan
- Assist capital projects by providing feedback and supporting field activities
- Exercise cost control to meet area budgets
- Develop, manage, and own turnaround/outage work scopes and deliverables
People Development/Team Building: Accountable to help develop the team into a high performing organization
- Lead TPM walkdowns and manage the action item list
- Set and enforce high standards for safety, environment, and operations excellence
- Mentor and coach operators in partnership with the Shift Team Leaders
- Align work priorities across the business team
- Provide operator development opportunities through project work, outage planning, and operator upgrading

Qualifications:
Required Qualifications:
- Legally authorized to work in the job posting country
- Maintain a valid driver’s license
- High School Diploma or GED equivalent
- 5 or more years of direct refinery operations experience
- Physical ability to perform essential job duties and work in a process unit environment
- Willing and able to comply with the following:
- Travel up to 5% of time
- Occasional on-call duties
- Work extended hours, which may include evenings, weekends, and holidays
- Transport articles up to 50 pounds
- Work safely near large, hot, high-speed machines
- Climb ladders and stairs up to 200 feet in height
- Work around chemicals, included acids and bases
- Work around hydrocarbons under high pressure and heat
- Work outside in harsh weather conditions
- Wear fire retardant clothing and personal protective equipment (such as steel-toe shoes, ear and eye protection)
- Maintain face daily so that a respirator/face mask can seal properly (some examples include being free of facial hair and/or clean shaven)
Preferred Qualifications:
- 3+ years of supervisory experience (Shift Team Leader, Manufacturing Specialist, etc.)
- Proficient in Microsoft Word, Excel, and SAP
- Knowledge about safe work practices and the P66 maintenance process
- Demonstrates accountability and ownership
- Demonstrated ability to coordinate multiple priorities and delegate effectively
- Strong communication and teamwork skills
- Familiarity with Borger Refinery procedures
- Experience with Hydrotreating, Isomerization, Reforming, Sulfur Recovery (SRU), and/or Columns operations
The Borger Refinery is located in Borger, Texas, in the Texas Panhandle, approximately 50 miles north of Amarillo, Texas. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization and delayed coking units. The refinery processes primarily medium sour crude oil produced locally, and heavy sour crude oil produced in Canada, all of which are delivered by pipeline. Borger produces a high percentage of transportation fuels, as well as petroleum coke, NGLs and solvents. Refined products are distributed to customers via pipelines from the refinery to West Texas, New Mexico, Colorado and the Midcontinent region.
