As an Environmental Manager, you will lead the team responsible for environmental performance, compliance, and stewardship at one of the Midwest continents’ most complex refining facilities. You’ll coordinate refinery-wide environmental programs that protect our people and neighbors, support reliable operations, and help ensure Phillips 66 remains a trusted community partner. In this role, you’ll blend strategic planning with hands-on leadership, partnering across the refinery and with corporate HSE to deliver safe, compliant, and cost-effective results.
What You’ll Do
- Lead, coach, and develop the environmental team, setting clear expectations, providing regular feedback, and building an inclusive, high-performing group that brings diverse skills together to achieve shared goals.
- Provide overall leadership and coordination for environmental programs and management systems at the refinery, reinforcing a safety-first culture and being a visible role model for regulatory compliance and environmental commitment.
- Monitor environmental and HSE key performance indicators and trends, using data and insights to guide timely, risk-based decisions, close compliance gaps, and continuously improve environmental performance.
- Design, implement, and sustain cost-effective environmental compliance strategies, procedures, and reporting processes that meet or exceed federal, state, and local requirements while managing risk and long-term liability for the refinery.
- Partner across operations, maintenance, projects, and corporate HSE to integrate sustainable environmental practices into daily work, remove barriers to collaboration, and drive consistent implementation of best practices across the site.
- Represent the refinery with regulatory agencies, external stakeholders, and community partners on environmental matters, modeling integrity and transparency while advocating for practical, business-aligned solutions.
- Anticipate and interpret emerging environmental regulations, technologies, and industry trends, guiding the team through change and uncertainty while providing clear direction on priorities, impacts, and opportunities for the business.
- Manage budgets, resources, and contractor oversight for environmental activities, ensuring work is planned and prioritized effectively, executed safely and efficiently, and aligned with Phillips 66 policies and standards.
- Build capability across the refinery by identifying development needs, delivering training, and sharing environmental expertise so others can meet their accountabilities and help elevate overall environmental performance.
What You’ll Bring – Required

- Operate company vehicle on site premises and/or public roads up to 25%
- Work extended hours, which may include evenings, weekends, and holidays, and perform occasional duties
- Transport articles up to 50 pounds
- Climb ladders and stairs up to 200 feet
- Work safely near large, hot, high-speed machines, around chemicals and hydrocarbons under high pressure and heat, and in harsh weather conditions
- Wear fire retardant clothing and personal protective equipment
- Maintain face daily for proper respirator/face mask seal (some examples include being free of facial hair and/or clean shaven)
- Bachelor’s Degree
- 6 or more years of environmental experience
- 3 or more years of experience leading people and/or managing environmental programs
- Advanced or greater proficiency working with environmental regulations and health, safety, and environmental management systems
What Makes You Stand Out – Preferred
- Master’s degree or equivalent
- 10 or more years of environmental experience, ideally in refining or other complex process industries
- Experience managing environmental compliance and reporting for a large refinery, petrochemical or similarly complex industrial facility
- Proven success leading environmental teams to deliver continuous improvement, manage change, and strengthen safety and compliance culture
- Strong understanding of refining operations, environmental regulations, and health, safety, and environmental management systems
- Experience engaging directly with regulatory agencies and community stakeholders on environmental issues
- Proficiency with environmental management systems and environmental data analysis and reporting tools
Compensation Range
This position has a base salary range of $155,700 - $190,300.

Where a candidate offer falls within the posted range depends on the candidate's experience, skills, and alignment with the role’s requirements. The Borger Refinery is located in Borger, Texas, in the Texas Panhandle, approximately 50 miles north of Amarillo, Texas. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization and delayed coking units. The refinery processes primarily medium sour crude oil produced locally, and heavy sour crude oil produced in Canada, all of which are delivered by pipeline. Borger produces a high percentage of transportation fuels, as well as petroleum coke, NGLs and solvents. Refined products are distributed to customers via pipelines from the refinery to West Texas, New Mexico, Colorado and the Midcontinent region.
