Reports to the Capital Project Construction Lead and a key member of the Capital Projects construction management team, the E&I CFR will assist in management of all phases and types of E&I construction, including coordinating with civil-foundation activities, steel erection, pipe installation and equipment setting. The CFR brings experience and skills to key construction activities such as technical and safety integrity of the field engineering, field procurement, interfaces with QA, drives schedule milestones, sets priorities, and supports facilities start-up activities. The E&I CFR is competent to supervise all technical discipline work associated with a project and may also be assigned to work in other functional areas e.g. commissioning & turnover.
Responsibilities may include:
- Participate in assigned safety tasks and providing leadership to ensure all construction at the job site is done safely and follows site safety policies
- Ensure construction is executed according to engineering drawings, plans, and specifications and in accordance with good construction practices to a level of quality that meets REPs / site quality standards
- Influence design engineering work to ensure constructability is built into the design / layout, along with providing adequate accessibility in all areas of the facility for future maintenance amongst the active units that surround
- Coordinate and provide direction to other members of the Capital Projects Construction Team, including discipline construction supervision/oversight in the installation of electrical, instrument & control equipment, pre-commissioning, QA/QC, material control, logistics, project controls and contract administration functions
- Participate in bid clarification and pre-job kick-off meetings
- Review and ensure fit for purpose, construction contractor’s daily and weekly work plans
- Drive contractors to achieve targets / goals put forth each shift / week / etc.
- Ensure construction QA/QC activities per design requirements. Ensure construction meets quality standards
- Review contractor's schedules and planning basis and ensure these meet project requirements
- Ensure validity of contractor progress statements
- Specify and influence progress recovery measures with contractor as appropriate
- Supervise in-house and contractor construction team activities to meet project goals
- Troubleshoot and test motor controls stop/start, etc.
- Troubleshoot and test instrument systems
- Installation of instrument and tubing systems
Required Qualifications:
- Legally authorized to work in the job posting country
- High school diploma or equivalent
- 10 or more years of experience, working capital project construction and/or installation in the petrochemical or refining industries
- Available to work extended hours, occasional weekends and/or night shift when needed
- Physically fit to spend extended time in the field and able to climb to ladders to elevations up to 200ft along with being able to traverse amongst scaffold decks at various elevations
- Working knowledge for how to interpret P6 scheduling software tool
- Working knowledge of electrical circuits / systems of various voltages ranging from 24V to 138kV
- Understand DCS, PLC and SIS systems and programs
- Detailed understanding of drawings including P&IDs, one line, schematics, isometrics, etc.
- Knowledge of required documents in loop folders and loop check process
- Knowledge of construction standards, codes, regulations and commissioning processes
Preferred Qualifications:
- BS degree in Engineering, Construction Management or equivalent on the job field training in Construction
- Technical competency in electrical & instrumentation construction installation methods and techniques in a large refinery or chemical plant environment
- Interpersonal, teambuilding and team leading skills
- 5+ years of experience as construction lead, construction coordinator, or construction management/superintendent at large multi-craft project construction projects in petrochemical or refining
The Billings Refinery is located in Billings, Montana. Its facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization and delayed coking units. The refinery processes a mixture of Canadian heavy, high-sulfur crude oil delivered by pipeline, and domestic crude oil delivered by truck. With the startup of a new vacuum distillation unit in 2017, the refinery has 100 percent heavy crude processing capability. The refinery produces a high percentage of transportation fuels and petroleum coke. Finished petroleum products are distributed by pipeline, rail car and truck. Pipelines transport most of the refined products to markets in Montana, Wyoming, Idaho, Utah, Colorado and Washington.
