The Category Manager, Information Technology (IT) is responsible for developing and executing sourcing & contracting strategies, managing supplier relationships, and optimizing the value of software & technology investments for Phillips 66. The ideal candidate will be results-driven and lead procurement initiatives across IT software, hardware, cloud services, and telecom for the enterprise. This role requires close collaboration with IT and business stakeholders to understand technology needs, align on strategy, and drive an efficient procurement process in compliance with company policy. This position can be based in Bartlesville, OK or Houston, TX.
Responsibilities May Include:
Category Strategy & Management
- Develop and implement category strategies aligned with IT and business objectives to drive cost optimization. This includes market analysis, competitive assessments, and identifying opportunities for improvement and innovation.
- Partner with IT leadership to anticipate future software & technology requirements and align sourcing initiatives with respective roadmaps.
- Lead software portfolio reviews within the assigned category to identify opportunities for consolidation, standardization, and rationalization.
Contracting & Risk Mitigation
- Manage new and existing agreements (on both P66 and supplier paper) throughout the full contract lifecycle. This includes contract review, redline, negotiation, and execution.
- Work closely with IT security, data privacy, and legal teams to identify and mitigate risks before executing contracts.
- Maintain repository (in Icertis) of active contracts and track key milestones such as renewals/expirations, terminations, and compliance obligations.
Stakeholder Collaboration & Engagement
- Act as a procurement liaison to IT, ensuring clear alignment on procurement process, policy, and priorities.
- Assemble a forward-looking demand plan through proactive contract management, strong relationships, and active engagement with stakeholders.
Supplier Management
- Manage relationships with assigned IT suppliers to ensure optimal performance and value from these relationships. This involves managing supplier scorecards and tracking performance metrics.
- Monitor supplier performance, contract adherence, and compliance with agreed service levels.
- Conduct regular business reviews to ensure supplier alignment and performance with organizational and IT objectives.
Leadership:
- Promotes compliance with P66's code of conduct and monitors suppliers and contractors working for P66 to ensure they work in a manner consistent with the code.
- Champions Phillips 66 vision, values, strategy, and Our Energy In Action.
- Provides direction and oversight to contingent labor resources to ensure quality, productivity, and compliance with company standards.
Required Qualifications:
- Legally authorized to work in the job posting country
- High School Diploma or GED
- Working knowledge of procurement processes, procedures, practices, & techniques
- Proven ability to negotiate favorable terms and conditions with suppliers to achieve cost savings and performance improvements
- Strong verbal and written communication skills to effectively communicate category strategies, negotiate contracts, and manage relationships with stakeholders
- 5 or more years of experience in IT Software
Preferred Qualifications:
- Bachelor’s Degree in Business, Engineering, Supply Chain, or related engineering disciplines
- Experience with ERP and procurement systems (i.e., SAP, iCertis, ServiceNow ticketing
- 5 or more years of procurement experience negotiating contracts and optimizing costs
