As Procurement Advisor II, Midstream, you will help secure the materials and services that keep our Midstream operations running safely, reliably, and efficiently. You will support commercial relationships with key suppliers, execute sourcing and contracting activities, and partner closely with stakeholders across the business to deliver value through disciplined procurement. You’ll join a collaborative team that drives continuous improvement, cost management, and strong supplier performance across Phillips 66 Midstream.
What You’ll Do
- Support day-to-day procurement activities for Midstream operations, ensuring timely sourcing of materials and services in line with established procurement systems, policies, and protocols.
- Assist with the end-to-end sourcing and contracting process, including strategy development, RFx events, bid evaluations, negotiations, and contract execution for assigned categories.
- Administer and maintain contracts by preparing agreements, amendments, and addendums and ensuring accurate setup and documentation in the contracts management system (CMS).
- Track and analyze spend, budgets, and key cost drivers to provide insights that support procurement decisions, cost management, and continuous improvement initiatives.
- Monitor contract performance and supplier service levels, gathering and reporting on performance data to support contract renewals, renegotiations, and issue resolution.
- Collect and analyze market and supplier information to understand trends, innovation opportunities, and alternative sources of supply for Midstream categories.
- Provide guidance to internal stakeholders on procurement processes, policies, and compliance requirements, resolving complex queries and escalating exceptions as needed.
- Coordinate with category management, operations, and other cross-functional partners to align on category strategies, procurement plans, and business requirements.
- Prepare clear, concise reports and presentations that summarize procurement analytics, supplier performance, and sourcing outcomes for stakeholders and leadership.
- Support stakeholder engagement activities by arranging meetings, documenting action items, and tracking progress against procurement objectives and milestones.
What You’ll Bring - Required
- Legally authorized to work in the job posting country
- High School Diploma or GED equivalent
- 3 or more years of experience in procurement, purchasing, supply chain, or a related field
- Intermediate proficiency working with Microsoft Office, SAP, Icertis or equivalent CMS, and other procurement technologies
- Advanced proficiency utilizing written, verbal, and interpersonal communication skills with the ability to negotiate and influence critical decisions
- Willing and able to travel up to 10% of the time, including day and/or overnight trips
What Makes You Stand Out - Preferred
- Bachelor’s degree in business, supply chain, engineering, or a related field
- 5 or more years of procurement or purchasing experience, preferably in the energy or Midstream industry
- Advance proficiency working with Microsoft Office, SAP, Icertis or equivalent CMS, and other procurement technologies
- Experience leading multiple sourcing and contracting initiatives concurrently across services, materials, and Procure-to-Pay (P2P) processes
- Experience in contract management, including contract performance monitoring, risk assessment, and issue resolution with suppliers
- Demonstrated capability in budgeting, financial analysis, and cost management to support procurement business cases and decisions
- Experience working in a matrixed environment, building strong relationships with stakeholders and suppliers to achieve shared objectives
Compensation Range
This position has a base salary range of $106,200 – $129,800.
