Phillips 66 & YOU - Together we can fuel the future
As an Instrumentation Engineer II at Phillips 66, you’ll help design, specify, install, and improve the instrumentation systems that provide accurate, reliable measurements across refinery operations. Working with operations, maintenance, project, and engineering partners, you’ll solve instrument and analyzer problems, support field installations and commissioning, and deliver projects that improve safety, reliability, and process performance. This is an opportunity to deepen your instrumentation expertise while working independently and providing technical guidance when needed.
What You’ll Do
- Design and evaluate instrumentation solutions for pressure, flow, temperature, level, analytical, and other process measurements, including feasibility testing and validation.
- Develop and maintain instrument indexes, datasheets, specifications, P&IDs, loop diagrams, installation details, I/O documentation, test procedures, standards, and other technical deliverables.
- Troubleshoot measurement and instrument performance issues by defining problems, isolating root causes, evaluating signal and equipment conditions, recommending solutions, and verifying results.
- Support the selection, application, and installation of field instruments, analyzers, control valves, and related equipment for new and existing process units.
- Guide instrumentation installations and upgrades, and support calibration, loop checks, functional testing, commissioning, startup, and verification activities.
- Deliver small- to medium-scale instrumentation projects within established program plans, coordinating scope, schedules, resources, procurement, construction support, testing, and validation.
- Partner with operations and maintenance to improve instrument reliability, manage obsolescence, evaluate spare-parts needs, and identify opportunities to reduce recurring failures.
- Collect and analyze instrument, analyzer, and process data to identify trends, evaluate performance, and support continuous improvement and process optimization.
- Research instrumentation and analyzer technologies, define future-state improvements, support change strategies, and provide technical guidance to project stakeholders and less experienced team members.
What You’ll Bring - Required
- Legally authorized to work in the job posting country

- Experience applying instrumentation for pressure, flow, temperature, level, and analytical measurements, including instrument selection, sizing, specification, and installation
- Experience developing or maintaining instrument indexes, datasheets, specifications, P&IDs, loop diagrams, I/O lists, installation details, standards, procedures, or project documentation
- Experience with Continuous Emissions Monitoring Systems (CEMS), process analyzers, and SCAQMD or EPA regulations and requirements

The Sweeny Refinery is located in Old Ocean, Texas. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization, and aromatics units, as well as access to the on-site vacuum tower and delayed coking unit, which is an asset owned by Phillips 66 Partners. Sweeny processes heavy, high-sulfur crude oil and some light, low sulfur crude oil. Domestic, Canadian and other foreign crude oil is transported by truck, pipeline, marine transportation and terminals. The refinery produces a high percentage of transportation fuels. Other products include petrochemical feedstocks, heating oil and petroleum coke. The refinery receives crude oil by pipeline and via tankers, through terminals on the Gulf Coast, including a deepwater terminal at Freeport. Refined products are distributed throughout the Midcontinent region, southeastern and eastern United States by pipeline, barge and rail car. Refined products are also exported to Latin America by waterborne cargo.
