As an Instrument Engineer, you will help keep our refining units running safely, reliably, and efficiently through high‑quality instrumentation and control solutions. You will contribute to the design, operation, and improvement of instrumented systems that monitor and control critical refinery processes. Working closely with operations, maintenance, and project teams, you will apply your technical skills to solve problems, support turnarounds, and deliver instrumentation projects that make a real impact at Phillips 66.

 

What You’ll Do

  • Provide technical support on instrumentation systems for assigned refinery units, helping ensure safe, reliable, and compliant operations.
  • Contribute to the design, review, and field verification of instrument design packages, including specifications, drawings, and documentation for new and modified systems.
  • Support turnaround and maintenance activities by developing engineering scopes, coordinating installation and commissioning, and troubleshooting issues during startup.
  • Identify, analyze, and help resolve instrumentation and analyzer problems, using data and root cause methods to recommend and implement improvements.
  • Help plan and execute small maintenance and infrastructure projects for instrumentation assets, working within established project plans, budgets, and schedules.
  • Maintain and improve instrumentation documentation, criticality rankings, and spare parts strategies to support equipment reliability and availability.
  • Participate in process hazard analyses, management of change activities, and safety instrumented system reviews to maintain safe operation and manage risk.
  • Collaborate with peers and cross‑functional teams to share learnings, align on standards, and contribute to company instrumentation networks and best practices.
  • Stay current on emerging instrumentation technologies and apply relevant advances to refinery systems where appropriate.

 

What You’ll Bring – Required

  • Legally authorized to work in the job posting country
  • Bachelor’s degree in an engineering discipline
  • 1 or more years of relevant engineering experience in instrumentation, I&E, process control, APC, or related discipline
  • Willing and able to obtain a Transportation Worker Identification Credential (TWIC)
  • Valid driver’s license
  • Intermediate working proficiency with IEC, ISA, and API codes and standards
  • Must be willing and able, with or without reasonable accommodation, to comply with the following:
    • Travel as needed up to 5%
    • Operate company vehicle on site premises and/or public roads up to 20%
    • Work extended hours, which may include evenings, weekends, and holidays, and perform occasional on-call duties
    • Transport articles up to 50 pounds
    • Climb ladders and stairs up to 200 feet
    • Work safely near large, hot, high-speed machines, around chemicals and hydrocarbons under high pressure and heat, and in harsh weather conditions
    • Wear fire retardant clothing and personal protective equipment
    • Maintain face daily for proper respirator/face mask seal (some examples include being free of facial hair and/or clean shaven)

 

What Makes You Stand Out – Preferred

  • 3 or more years of instrumentation engineering experience
  • Experience working in refining or chemicals facilities with complex process units.
  • Working knowledge of API, IEEE, NEMA, UL, and ANSI standards
  • Working knowledge of SPI (SmartPlant Instrumentation) or similar instrumentation design tools
  • Experience with lifecycle management and improvement for safety instrumented systems
  • Experience supporting instrument reliability programs and using root cause analysis or failure mode and effects analysis (FMEA) to improve asset performance
  • Advanced proficiency in Microsoft Office Suite and relevant engineering software for data analysis and design
  • Experience leading or contributing to instrumentation-focused projects and knowledge-sharing networks

 

Compensation Range 

This position has a base salary range of $111,600 - $136,400.

Where a candidate offer falls within the posted range depends on the candidate's experience, skills, and alignment with the role’s requirements. The Wood River Refinery is located in Roxana, Illinois, about 15 miles northeast of St. Louis, Missouri, at the confluence of the Mississippi and Missouri rivers. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrocracking, hydrodesulfurization and delayed coking units. The refinery processes a mixture of light, low-sulfur; heavy, high sulfur; and high-acid crude oil. The crude supply is sourced domestically or from Canada. Wood River produces a high percentage of transportation fuels. Other products include petrochemical feedstocks, asphalt and petroleum coke. Refined products are distributed to customers by pipeline, rail car, barge and truck and are shipped to markets throughout the Midcontinent region.
