As a Sr Specialist, Health and Safety Projects, you will provide health and safety support for Phillips 66 Midstream Growth projects, helping ensure work is executed in compliance with applicable regulations, company policies, and site-specific procedures.
In this role, you will support Midstream capital growth objectives by managing health and safety expectations across designated projects, strengthening contractor and employee engagement, and driving consistent execution of site safety plans, incident management, training, auditing, and continuous improvement efforts.
What You’ll Do
- Provide health and safety support for multiple projects across the Midstream capital growth program and Long-Range Plan.
- Assist in the development, review, and update of site-specific safety plans.
- Perform regular field verification and coaching to ensure compliance with Phillips 66 Life Saving Rules and Phillips 66 Health and Safety policies.
- Identify, develop, coordinate, implement, and manage required health and safety training for Projects personnel.
- Provide incident management oversight, including support for incident reporting, investigation, documentation, and corrective action tracking using the Phillips 66 reporting system.
- Manage auditing requirements and support operations during internal and external audits, ensuring corrective action plans are developed, documented, and coordinated.
- Foster a strong safety culture with frontline employees, contractors, site supervisors, and site management.
- Support and ensure compliance with the Phillips 66 Contractor Safety Program.
- Collect and maintain health and safety KPIs for internal and external reporting and management reviews.
- Provide field or administrative support for Phillips 66 Midstream emergency response efforts, as needed.
- Develop tools that help Project Managers, Construction Superintendents, and Construction Field Representatives assess project progress and alignment with site safety plan expectations.
- Partner effectively with other Safety Specialists to ensure coverage, support, and oversight across projects.
- Participate in major project pre-bid and kick-off meetings to build awareness, provide training, and develop standard presentation materials.
- Review safety documentation such as work permits, JSAs, mechanical lifting plans, excavation risk assessments, and related field safety documents.
What You’ll Bring – Required
- Legally authorized to work in the job posting country
- Associates degree or higher
- 5 or more years of health and safety experience with applicable federal, state, and local rules and regulations
- Valid driver’s license
- Construction safety experience within the oil and gas or related industry
- Currently hold or be able to qualify for a Transportation Worker Identification Credential (TWIC)
- Willingness to travel approximately 50%, with or without reasonable accommodation, to field sites or headquarters
- Must be willing and able, with or without reasonable accommodation, to comply with the following:
- Climb various ladders and stairs
- Lift and transport articles weighing up to 50 pounds
- Walk, stand, stoop, sit, climb, and carry materials on even and uneven terrain
- Work outside in all weather conditions
- Drive a vehicle
- Wear and use a respirator
What Makes You Stand Out – Preferred
- ASP or CSP certification
- Bachelor’s degree in a safety-related field
- Experience with emergency response, including Incident Command, Crisis Management, and HAZWOPER
- 3 or more years of experience with Midstream equipment and facilities, including pipelines, terminals, and gas processing plants
- Strong computer skills, including PowerPoint, spreadsheet, word processing, and database applications
- Working knowledge of SAP
- Experience facilitating Root Cause Analysis, including Think Reliability or Cause Mapping, for investigations and corrective action planning
Compensation Range
This position has a base salary range of $140,400 - $171,600.

Midstream
The Phillips 66 Midstream business is a safe, reliable, and trusted provider for the movement, storage, gathering, and processing of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 70,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. Our capabilities include extensive natural gas gathering and processing operations, enhancing our wellhead-to-market strategy. We also provide the connectivity between the various Phillips 66 business units.
