The Sr Specialist, Environmental Data & Systems serves as the environmental subject-matter expert and primary business lead for ACTS, a third-party environmental management system used to support midstream environmental data management, emissions calculations, and compliance reporting. This role translates regulatory, operational, and reporting requirements into reliable business processes, data standards, system requirements, and user practices. The specialist partners with Environmental, Operations, Engineering, IT, and external vendors to improve data quality, reporting, compliance visibility, and system adoption across midstream operations.
What You’ll Do
- Lead ACTS governance, enhancement prioritization, vendor coordination, and alignment with business and regulatory requirements.
- Establish and maintain standardized ACTS processes that support environmental data management, emissions calculations, compliance reporting, and regulatory obligations.
- Translate environmental regulations, permits, reporting obligations, and operational needs into functional requirements, workflows, validation rules, calculations, data definitions, and reports.
- Build trusted relationships across Environmental, Operations, Engineering, IT, project teams, consultants, and vendors through clear communication, practical problem solving, and dependable follow-through.
- Support and maintain data standards for facilities, equipment, pollutants, sources, operating parameters, permit limits, emission factors, calculations, and reporting attributes.
- Maintain appropriate change control, documentation, approval records, and audit trails for ACTS requirements, configurations, calculations, workflows, and data changes.
- Lead user acceptance testing by developing test scenarios, validating calculations and workflows, documenting defects, coordinating corrections, and confirming release readiness.
- Support data migration, system integrations, and reconciliation between ACTS and other environmental, operational, reporting, or enterprise data sources.
- Monitor ACTS data and outputs used for emissions calculations, Rolling 12 evaluations, regulatory reporting, GHG reporting, inspections, and other compliance decisions.
- Investigate data and calculation issues, determine root causes, coordinate corrective actions, and communicate impacts and resolution status to stakeholders.
- Develop and maintain dashboards, reports, data extracts, and performance metrics that give Environmental leadership and facility teams visibility into compliance status and data quality.
- Support environmental audits, inspections, management reviews, and reporting requests by providing reliable system data, documentation, and explanations of business processes.
- Partner with facility environmental specialists and Operations to improve source-data collection, timely data entry, record completeness, and consistent application of standard processes.
- Provide day-to-day functional support for ACTS users.
- Develop and deliver role-based training, job aids, procedures, and release communications.
- Lead or support continuous-improvement initiatives that standardize environmental processes, reduce manual work and rework, improve reporting timeliness, and strengthen compliance assurance.
What You’ll Bring - Required
- Legally authorized to work in the United States.
- Bachelor’s degree.
- Working knowledge of air compliance programs and emissions reporting.
- 5 or more years of experience in environmental compliance, emissions reporting, environmental data management, or environmental management systems.
- Experience supporting, administering, configuring, or serving as a key user of an environmental or EHS information system (e.g., ACTS, Enablon, SpheraCloud, Cority, or similar platforms).
- Experience managing environmental data, including data quality, reporting, standardization, traceability, and QA/QC.
- Intermediate proficiency with Microsoft Excel.
- Willing and able to travel up to 25% of the time to support facilities, workshops, testing, training, and implementation activities.
What Makes You Stand Out - Preferred
- Bachelor’s or advanced degree in engineering.
- Experience with ACTS.
- Experience with Microsoft Power BI, SharePoint, Power Automate, SQL, data integration, ETL processes, or comparable reporting and analytics tools.
- Experience with oil and gas, midstream, energy, industrial, or other multi-site operational environments.
- Experience with environmental data governance, emissions calculation tools, permit compliance systems, system migrations, or enterprise reporting implementations.
- Demonstrated ability to learn complex environmental systems, analyze data, solve problems, and improve business processes.
Compensation Range
This position has a base salary range of $140,400 - $171,600.

Midstream
The Phillips 66 Midstream business is a safe, reliable, and trusted provider for the movement, storage, gathering, and processing of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 70,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. Our capabilities include extensive natural gas gathering and processing operations, enhancing our wellhead-to-market strategy. We also provide the connectivity between the various Phillips 66 business units.
