Sr Engineer II, Process Development

As a Sr Engineer II, Process Development, you will lead the design and optimization of process solutions for Phillips 66 refining capital projects, from early concept through startup. You will act as a trusted technical authority, bringing creativity and sound judgment to complex engineering challenges while partnering closely with project and refinery teams. Based in Houston, you will support projects across multiple locations, with opportunities to see your designs move from paper to operating units in our refineries.

 

What You’ll Do

  • Lead development of process design concepts and FEL-0/1 engineering for refining capital projects, evaluating alternatives, costs, and schedules, and recommending the best path forward.
  • Define the process engineering design basis for projects, including design rates, specifications, and heat and material balances, and develop project economics and LP cases to support investment decisions.
  • Design and validate advanced engineering solutions, standards, and specifications for process units and supporting systems, ensuring compliance with company and regulatory requirements.
  • Manage a portfolio of process development projects, working with project managers to scope work for EPC contractors and overseeing their process engineering deliverables, including PFDs, P&IDs, simulations, and equipment specifications.
  • Build and apply complex assessment and feasibility frameworks to evaluate new process technologies, configuration changes, and molecule management opportunities that improve safety, reliability, and value.
  • Partner closely with refinery operations, technical subject matter experts, and planning and optimization teams to align designs with business needs and to prepare units for commissioning, startup, and handover.
  • Mentor and guide other engineers and stakeholders on process engineering methods, tools, and standards, contributing to a culture of continuous improvement and innovation.
  • Provide advanced process engineering oversight through the Management of Change process, and optimization efforts, using data and testing to refine engineering outcomes.
  • Support projects at multiple refinery and EPC contractor locations.

 

What You’ll Bring – Required

  • Legally authorized to work in the job posting country
  • Bachelor’s degree in an engineering discipline
  • 5 or more years of experience in the energy or petrochemical industry, including experience in a process engineering, project development, or economic analysis role
  • Ability to travel up to 30% of the time annually

 

What Makes You Stand Out – Preferred

  • 10 or more years of experience in the refining or petrochemical industries, including experience in process engineering, project development, and economic analysis roles.
  • Deep understanding of molecule management and value chain optimization in a modern oil refinery
  • Experience performing LP modeling and cashflow analysis to evaluate process configurations and capital investments
  • Technical experience across multiple refining technologies such as FCC, hydrocracking, alkylation, reforming, and distillation
  • Experience working for an operating company managing EPC contractors, or prior experience with an EPC contractor on major process projects
  • Advanced process engineering skills, including use of simulation tools such as HYSYS and other engineering analysis software
  • Proven ability to define and implement engineering standards, process design methodologies, and change strategies for complex industrial systems
  • Experience leading feasibility studies and managing a portfolio of process or manufacturing projects from concept through startup
  • Experience supervising or mentoring junior engineers

 

Compensation Range 

This position has a base salary range of $160,200 - $195,800.
