Sr Engineer I, Process Development

As a Sr Engineer I, Process Development, you will research, design, and optimize process solutions that unlock value from major refining capital projects at Phillips 66. You will take concepts from early idea through design basis and economics into start-up, partnering closely with operations, project management, and external engineering partners. This role gives you the opportunity to shape technical standards and process design strategies while helping deliver safe, reliable, and profitable growth across our refining portfolio.

 

What You’ll Do

  • Design and validate process engineering solutions and standards for refining capital projects, ensuring they meet performance, safety, and regulatory expectations.
  • Develop FEL-0/1 and subsequent process design bases, including heat and material balances, process simulations, and equipment specifications, to enable screening economics, schedules, and scope decisions.
  • Build project economics by defining Linear Program (LP) case assumptions, reviewing LP model outputs, and performing cashflow analysis to recommend value-maximizing options and support investment decisions.
  • Define scopes of work for engineering contractors, review process deliverables such as PFDs, P&IDs, hydraulics, and simulation results, and provide technical oversight as designs are optimized through the project lifecycle.
  • Manage complex technical troubleshooting and process engineering studies, using data analysis and modeling to diagnose issues, evaluate alternatives, and implement robust, long-term solutions.
  • Draft and maintain key engineering documentation, including process standards, engineering drawings, project objective letters, and process safety information, to clearly communicate design intent and ensure compliance.
  • Partner with refinery operations, technical specialists, and project teams to develop Management of Change (MOC) evaluations, prepare-to-operate and commissioning plans, and support safe startup and early operation of new or modified units.
  • Recommend and apply new technologies, tools, and data-driven methods to improve process performance, reliability, and energy efficiency across the refining system.
  • Provide mentoring and technical guidance to less experienced engineers, sharing best practices in process design, troubleshooting, and project execution.

 

What You’ll Bring – Required

  • Legally authorized to work in the job posting country
  • Bachelor’s degree in an engineering discipline
  • 4 or more years of experience in the refining or petrochemical industries, including experience in a process engineering, project development or economic analysis role
  • Willing and able to obtain a Transportation Worker Identification Card (TWIC)
  • Ability to travel up to 30% of the time annually. Engineers will be expected to support projects at multiple refinery and EPC contractor locations.

 

What Makes You Stand Out – Preferred

  • Bachelor’s degree in Chemical, Process, or Mechanical Engineering
  • 10 or more years of experience in the refining or petrochemical industries, including experience in process engineering, project development and economic analysis roles
  • 5 or more years of experience working as a Process Engineer in a refinery
  • Experience developing FEL-0/1 and FEL process design packages for refining capital projects
  • Experience with Linear Program (LP) modeling, cashflow analysis, and investment appraisal for refining projects
  • Technical experience across multiple refining technologies such as FCC, hydrocracking, alkylation, reforming, and distillation
  • Experience with an operating company managing engineering, procurement, and construction (EPC) contractors, or prior EPC contractor experience
  • 3 or more years of experience with process simulation software such as HYSYS, Pro II, or Aspen Plus
  • Demonstrated ability to lead troubleshooting, root cause analysis, and continuous improvement initiatives in operating facilities
  • Ability to build strong, collaborative relationships with refinery operations, technical specialists, and project teams

 

Compensation Range 

This position has a base salary range of $141,300 - $172,700.
